　　BEIJING, May 17 (Xinhua) — Recently, the Ministry of Science and Technology and 11 other departments jointly formulated the “Work Plan for Thoroughly Implementing the Spirit of General Secretary Xi Jinping’s Important Instructions and Accelerating the Development of the Beijing International Science and Technology Innovation Center,” which was officially released on the 17th.

　　The plan states that, in pursuit of the strategic goal of essentially establishing Beijing as an international center for scientific and technological innovation by 2025, it will leverage the capital’s strengths in education, science and technology, and talent; adhere to the “four orientations”; take accelerating high‑level self‑reliance and self‑strengthening in science and technology as its fundamental principle; prioritize supporting high‑quality development; and harness deepened reform as the driving force. These efforts will enable Beijing to take the lead in becoming a major global scientific hub and an innovation powerhouse, thereby providing robust support for building a science and technology‑strong nation and advancing Chinese‑style modernization.

　　The plan clearly sets out the development goal of accelerating the construction of the Beijing International Science and Technology Innovation Center: by 2025, Beijing will have essentially established itself as an international science and technology innovation hub, serving as a global frontier for scientific research and a source of technological innovation in emerging industries, as well as a magnet for global innovation resources.

　　Among the specific objectives are: establishing innovation consortia led by leading technology enterprises to effectively address a range of critical core technological challenges, thereby taking initial steps toward achieving a high level of scientific and technological self-reliance; maintaining R&D expenditure as approximately 6% of regional GDP, with basic research accounting for roughly 17% of total R&D spending; ensuring that the number of R&D personnel per 10,000 employed persons reaches around 260; raising the added value of high-tech industries to exceed RMB 1.2 trillion in the current year; sustaining an average annual growth rate of about 7.5% in the added value of the digital economy; increasing the total value of technology contracts to over RMB 800 billion; and ensuring that enterprises within the Zhongguancun National Independent Innovation Demonstration Zone continue to lead the nation in total revenue.

　　In addition, the plan outlines the key tasks for accelerating the development of Beijing as an international center for scientific and technological innovation: first, to strengthen and optimize strategic scientific and technological capabilities, thereby effectively supporting the nation’s major strategic priorities; second, to deepen original and pioneering research efforts, speeding up progress toward high‑level self-reliance and self‑strengthening in science and technology; third, to expedite the construction of world‑leading science and technology parks, providing a strategic foundation for high‑quality development; fourth, to bolster education, science and technology, and talent systems, fostering a premier hub for top‑tier talent; fifth, to advance reforms of the science and technology governance system, establishing the institutional framework underpinning comprehensive innovation; and sixth, to deepen international openness and cooperation, cultivating an innovation ecosystem that is globally competitive.
