    The 2023 List of Priority-Controlled Emerging Pollutants will take effect on March 1.

      BEIJING, Jan. 26 (Xinhua) — A reporter learned from the Ministry of Ecology and Environment that the “List of Priority-Controlled Emerging Pollutants (2023 Edition)” will come into effect on March 1.

      The list was jointly issued by the Ministry of Ecology and Environment, in coordination with the Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the General Administration of Customs, and the State Administration for Market Regulation. Based on the environmental risks posed by toxic and hazardous chemicals, and taking into account practical regulatory considerations as well as assessments of technical feasibility and socio-economic impacts, the list identifies 14 categories of priority‑controlled emerging pollutants and specifies corresponding environmental risk‑management measures, including bans, restrictions, and limits on emissions.

      Emerging pollutants refer to toxic and hazardous chemical substances that are released into the environment, exhibit bio-toxicity, environmental persistence, and bioaccumulation, pose significant risks to ecosystems or human health, yet have not yet been brought under regulatory control or are inadequately addressed by existing management measures. As a major producer and user of chemical substances, China must strengthen the management and control of emerging pollutants. This is an essential requirement for deepening pollution prevention and control and safeguarding national ecological and environmental security, and it holds great significance for mitigating environmental and health risks.

      Going forward, the Ministry of Ecology and Environment will work with relevant departments to ensure the effective implementation of all environmental risk management and control measures outlined in the list.
