BEIJING, Nov. 10 (Xinhua) — On November 10, the Standing Committee of the Political Bureau of the CPC Central Committee convened a meeting to hear a report on COVID‑19 prevention and control efforts and to deliberate and deploy the twenty measures for further optimizing these efforts. Xi Jinping, General Secretary of the CPC Central Committee, presided over the meeting and delivered an important speech.
The meeting noted that, at present, the COVID‑19 virus continues to mutate, the global pandemic remains widespread, and new outbreaks are emerging across China. As a country with a large population, China has a substantial number of vulnerable individuals, uneven regional development, and an overall shortage of medical resources; in some areas, the epidemic persists at a considerable scale. Influenced by viral mutations and winter‑spring climatic factors, the scope and scale of transmission could expand further, and the epidemic prevention and control situation remains grave. It is imperative to maintain strategic resolve and implement all epidemic‑prevention measures in a scientific and targeted manner.
The meeting emphasized the need to fully, accurately, and comprehensively implement the decisions and arrangements of the CPC Central Committee; unswervingly uphold the principle of putting the people and their lives first; steadfastly adhere to the overarching strategy of “preventing imported cases and domestic resurgences”; and rigorously pursue the general policy of “dynamic zero-COVID.” In line with the requirements of containing the epidemic, stabilizing the economy, and ensuring secure development, we must efficiently coordinate epidemic prevention and control with economic and social development, safeguard the lives and health of the people to the greatest extent possible, and minimize the impact of the epidemic on economic and social progress.
The meeting emphasized the need to adapt to the rapid transmission characteristics of the virus, earnestly implement the “four earlies” requirements, and respond swiftly to contain the spread, thereby preventing the epidemic from expanding further or prolonging its duration. Efforts must be concentrated on decisively winning the battle against the outbreak in key regions, adopting even more resolute and decisive measures to break through entrenched challenges, promptly curb the epidemic’s expansion, and restore normal production and daily life as soon as possible—under no circumstances should we adopt a wait-and-see approach or allow each locality to act independently. We must adhere to science-based, precise prevention and control, enhance the effectiveness of our response, accurately assess epidemic risks, and further refine and adjust our防控 measures. This includes implementing more targeted actions in areas such as isolation and transport, nucleic acid testing, population mobility, medical services, vaccination, support for businesses, and the orderly release of stranded individuals. We should vigorously advance research and development of vaccines and therapeutics, improving their efficacy and specificity. While rigorously enforcing all防疫 measures, we must strengthen analysis and assessment; essential preventive measures must not be relaxed. We must oppose both irresponsible attitudes and formalism and bureaucratic practices, and correct such approaches as escalating restrictions at every level and imposing one-size-fits-all policies. We must spare no effort to ensure adequate support for people’s production and daily life, effectively meet their basic needs during the epidemic response, safeguard essential public services such as medical care, intensify assistance to vulnerable groups—including the elderly, the infirm, the sick, and persons with disabilities—address the practical difficulties faced by the public, and do our utmost to maintain normal production and work order. We must also prioritize vaccination efforts for key populations, thereby fortifying the barrier against the epidemic.
The meeting emphasized that Party committees and governments at all levels must align their thinking and actions with the decisions and arrangements of the CPC Central Committee, fully recognize the complexity, arduousness, and recurring nature of the fight against the epidemic, strengthen their sense of responsibility and commitment, enhance their capacity to wage this struggle, fulfill their duties conscientiously, go deep into the grassroots and the front lines, implement all epidemic prevention and control measures meticulously and effectively, provide sound ideological guidance and psychological support, and resolutely win the tough battle of routine epidemic prevention and control.
