    The Ministry of Agriculture and Rural Affairs and the National Development and Reform Commission have jointly issued the “Implementation Plan for Emission Reduction and Carbon Sequestration in Agriculture and Rural Areas.”

      Recently, the Ministry of Agriculture and Rural Affairs and the National Development and Reform Commission jointly issued the “Implementation Plan for Emission Reduction and Carbon Sequestration in Agriculture and Rural Areas” (hereinafter referred to as the “Plan”), which lays out a systematic framework for advancing emission reduction and carbon sequestration efforts in the agricultural and rural sectors. The Plan specifies that, with a focus on energy conservation and emissions reduction in crop production, Animal husbandry Emissions reduction and carbon sequestration in industry, emissions reduction and carbon enhancement in fisheries, and carbon sequestration expansion in agricultural lands, Agricultural machinery Six tasks, including energy conservation and emissions reduction and the substitution of renewable energy, will be implemented, such as methane emission reduction in rice paddies, Fertilizer Reducing inputs while enhancing efficiency, low-carbon emission reduction in livestock and poultry farming, and emission reduction coupled with carbon sequestration in fisheries, Agricultural machinery Ten major initiatives, including green and energy-efficient practices, enhancement of agricultural carbon sinks, comprehensive utilization of crop residues, substitution with renewable energy, technology-driven innovation, and the establishment of a monitoring system.
      The Plan stipulates that, on the premise of ensuring food security and the effective supply of key agricultural products, we will take the comprehensive advancement of rural revitalization and the acceleration of agricultural and rural modernization as our guiding principles; prioritize green and low‑carbon development in agriculture and rural areas; and leverage major initiatives to reduce pollution and carbon emissions while enhancing carbon sinks. Through these measures, we will comprehensively enhance overall agricultural productivity, lower the intensity of greenhouse gas emissions, strengthen the carbon‑sequestration capacity of farmland soils, vigorously develop renewable energy in rural areas, establish and improve a monitoring and evaluation system, reinforce science‑and‑technology innovation support, and put in place robust policy‑guarantee mechanisms. In doing so, we will accelerate the transformation of the agricultural and rural industrial structure, production practices, lifestyles, and spatial patterns toward resource conservation and environmental protection, thereby contributing to the nation’s goals of peaking carbon emissions and achieving carbon neutrality.
      The Plan sets out that by 2025, a framework will be essentially in place whereby agricultural and rural emissions reduction and carbon sequestration are integrated with food security, rural revitalization, and the modernization of agriculture and rural areas, yielding positive results in green and low‑carbon development. By 2030, the synergistic efforts to advance agricultural and rural emissions reduction and carbon sequestration in tandem with food security, rural revitalization, and agricultural and rural modernization will be fully realized, leading to significant achievements in green and low‑carbon development in these sectors.
