The Ministry of Ecology and Environment, together with six other departments, has jointly issued the “Implementation Plan for Synergistic Pollution Reduction and Carbon Emission Reduction to Enhance Efficiency.”

Recently, the Ministry of Ecology and Environment, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Housing and Urban–Rural Development, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, and the National Energy Administration jointly issued the “Implementation Plan for Synergistic Pollution Reduction and Carbon Emission Reduction” (hereinafter referred to as the “Plan”), which thoroughly implements the CPC Central Committee and the State Council’s decisions and arrangements on achieving carbon peak and carbon neutrality, fulfills the requirements for ecological civilization construction in the new development stage, and lays out a systematic framework for advancing synergistic pollution reduction and carbon emission reduction.
The Plan is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implements Xi Jinping’s Thought on Ecological Civilization, adheres to the overarching principle of seeking progress while maintaining stability, and anchors itself in the goals of building a Beautiful China and achieving carbon peaking and carbon neutrality. It adopts a holistic approach to pollution prevention and climate governance, taking structural adjustment and optimized spatial planning as key levers, prioritizing the refinement of governance pathways, and leveraging policy coordination and institutional innovation. The Plan aims to improve relevant laws and standards, strengthen scientific and technological support, comprehensively enhance the overall effectiveness of environmental governance, and deliver win‑win outcomes across environmental, climatic, and economic dimensions.
The Plan adheres to the guiding principles of promoting synergistic efficiency, strengthening source‑level prevention and control, optimizing technological pathways, emphasizing institutional innovation, and encouraging pioneering trials. It sets out objectives such as establishing a basic framework for advancing pollution reduction and carbon mitigation in tandem by 2025, and significantly enhancing this synergistic capacity by 2030. The Plan outlines key tasks and measures across six major areas: First, bolstering source‑level prevention and control, including reinforcing ecological and environmental zoning management, tightening access‑based regulatory controls, accelerating the green and low‑carbon transformation of energy systems, and fostering a greener lifestyle. Second, prioritizing priority sectors, driving synergistic gains in pollution reduction and carbon mitigation across industry, transportation, urban–rural development, agriculture, and ecological conservation. Third, optimizing environmental governance by advancing integrated control of air, water, soil, and solid waste pollution alongside greenhouse gas emissions. Fourth, fostering innovative approaches through pilot programs at the regional, urban, industrial park, and enterprise levels to test and scale up synergistic solutions. Fifth, strengthening supporting measures, with a focus on R&D and application, refining laws and standards, enhancing coordinated management, reinforcing economic policies, and building foundational capabilities. Sixth, reinforcing implementation, including requirements for robust organizational leadership, public awareness and education, international cooperation, and performance assessment and oversight.
Following the release of the Plan, the Ministry of Ecology and Environment will work closely with relevant departments to forge policy synergy and coordinate the advancement of related initiatives. At the same time, it will guide local authorities in further refining their tasks and, based on local conditions, ensure the effective implementation of key measures.
