    The National Agricultural Technology Center has issued the “Monitoring and Survey Methods for Class I Crop Pests and Diseases.”

      In accordance with the Measures for the Monitoring and Forecasting of Crop Pests and Diseases (Order No. 6 of 2021 issued by the Ministry of Agriculture and Rural Affairs of the People’s Republic of China), the National Agricultural Technology Extension Center, based on extensive research and expert validation, has recently formulated and promulgated the “Monitoring and Survey Methods for Class I Crop Pests and Diseases.” This initiative will advance the standardization of pest and disease surveys and the institutionalization of information reporting, marking steady progress in the classified management of crop pest and disease control in China and ensuring that forecasting and reporting functions are carried out in a well‑defined and systematic manner. It also plays a crucial role in safeguarding grain production and securing bumper harvests by serving as a frontline platform for monitoring and early warning.
      In September 2020, the Ministry of Agriculture and Rural Affairs released the “List of Class I Crop Pests and Diseases.” Subsequently, the agricultural and rural affairs authorities of all 31 provinces and the Xinjiang Production and Construction Corps issued their respective “Lists of Class II Crop Pests and Diseases,” which encompass a total of 128 species or categories—pests, diseases, weeds, and rodents—that either occur extensively year after year in the region or pose a significant risk of causing substantial agricultural losses. The publication of the “Monitoring and Survey Methods for Class I Crop Pests and Diseases” is expected to spur all provinces and localities to comprehensively advance the development of monitoring and survey methodologies for Class II and Class III crop pests and diseases, thereby fostering an effective governance framework characterized by categorized management, localized accountability, industry leadership, and coordinated, collaborative efforts.
