　　On March 1, the Ministry of Emergency Management convened an emergency video conference to deploy safety‑prevention measures for hazardous chemicals during the period of the Two Sessions. The meeting urged all localities to draw profound lessons from recent chemical‑industry accidents, proactively and thoroughly implement corrective actions, enforce preventive and control measures, and resolutely curb the rising trend of accidents, thereby fostering a safe and secure environment for the convening of the Two Sessions and the celebration of the 100th anniversary of the founding of the Communist Party of China. Liu Wei, Member of the Party Committee and Vice Minister of the Ministry of Emergency Management, attended the meeting and addressed the participants.
　　The meeting emphasized that the safe production of hazardous chemicals currently faces multiple challenges, including a concentrated resumption of production and work following the holiday period and a rapid increase in the operating rate driven by rising prices of chemical products. It is imperative to clearly understand the situation, firmly assume the political responsibility for preventing and defusing major safety risks, concentrate resources on winning the tough battle for safe production of hazardous chemicals in March, and ensure a stable safety‑production environment during the Two Sessions and throughout the first quarter.
　　The meeting pointed out that recent, high-profile chemical accidents have exposed serious shortcomings in enterprise safety management—such as chaotic safety oversight, inadequate risk identification, and the absence of emergency response plans—as well as systemic issues at the local level, including insufficient lessons learned from past incidents and failure to implement effective safety prevention and control measures. These findings underscore significant gaps across regions in terms of work planning, drawing lessons from accidents, and taking proactive steps to mitigate risks. The meeting emphasized the need to prioritize rigor and decisiveness in order to mount a robust, proactive effort to prevent and control risks.
　　The meeting called for rigorous implementation of inspection and rectification efforts, establishing a working mechanism in which enterprises assume primary responsibility, cities and counties ensure effective execution, and the provincial level assumes overall oversight. It also mandated the immediate launch of comprehensive safety production inspections at enterprises and government‑led supervisory checks. With regard to key risk control, the meeting stressed strict enforcement, strengthening risk prevention and mitigation measures for enterprises resuming production, major hazard sources, fine chemical facilities, and older‑equipment chemical plants, while ensuring the implementation of risk assessments and public commitment announcements, as well as stringent regulations governing hot work and other special operations. In drawing lessons from accidents, the meeting emphasized rigorous follow‑up, conducting thorough accident investigations and holding those responsible accountable, and imposing strict remediation and corrective actions in areas where major accidents have occurred, along with targeted interviews and public notifications. Finally, the meeting underscored the need for decisive action on priority tasks, advancing the rectification of issues identified through specialized initiatives such as tailored measures for ammonium nitrate producers, promptly addressing annual priorities—including preventing major safety risks and enhancing intrinsic safety, workforce skills and competencies, and the level of information‑based and intelligent management—and deepening expert guidance and support services in key counties.
　　Officials from relevant units of the Ministry of Emergency Management, industry associations, and the safety management departments of central enterprises attended the meeting at the main venue, while heads of provincial-level emergency management departments participated at the sub-venues.
