Since the 13th Five-Year Plan, agricultural and rural development has achieved historic accomplishments and undergone profound transformations. Grain production has enjoyed consecutive bumper harvests, consistently remaining above 650 million metric tons; per capita rural incomes have doubled ahead of schedule compared with 2010; the goals and tasks of poverty alleviation have been accomplished as scheduled; agricultural modernization has reached a new level; and rural revitalization has gotten off to a strong start. During the 14th Five-Year Plan period, the focus of work related to agriculture, rural areas, and farmers will shift to comprehensively advancing rural revitalization and accelerating the modernization of agriculture and rural areas. It is imperative to thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council on “agriculture, rural areas, and farmers” work, emphasizing ensuring supply and safeguarding security, revitalizing and smoothing circulation, stabilizing the agricultural foundation, and ensuring that by 2025 the agricultural base is further consolidated, quality, efficiency, and competitiveness are significantly enhanced, the appearance of rural areas undergoes marked improvement, the income gap between urban and rural residents continues to narrow, and important progress is made in the modernization of agriculture and rural areas—thus laying a solid foundation for embarking on a new journey toward fully building a modern socialist country.
The year 2021 marks the inaugural year of the 14th Five-Year Plan and the centenary of the founding of the Communist Party of China, making the effective implementation of agricultural and rural work of paramount importance. All levels of agricultural and rural departments must be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the CPC and the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th CPC Central Committee, and earnestly carry out the directives of the Central Economic Work Conference, the Central Rural Work Conference, and the arrangements set forth in the No. 1 Document of the CPC Central Committee for 2021. Upholding the overarching principle of seeking progress while maintaining stability, they should ground themselves in the new stage of development, apply the new development philosophy, foster a new development pattern, pursue innovation-driven development, deepen supply-side structural reform in agriculture, spare no effort to ensure national food security and the effective supply of key agricultural products, consolidate and expand the achievements made in poverty alleviation, comprehensively advance rural revitalization, accelerate the modernization of agriculture and rural areas, and provide strong support for getting off to a good start and making solid progress in building a modern socialist country in all respects.
I. Make every effort to strengthen grain and agricultural production, ensuring an adequate supply of grain and other key agricultural products.
(1) Strive to secure a bumper grain harvest for the year. Safeguard the national food security bottom line, implement the strategies of “storing grain in the land” and “storing grain in technology,” strengthen policy support for grain production, ensure stable acreage, and maintain output above 650 million metric tons. Adopt a system of joint Party‑government accountability for food security, improve the provincial governor responsibility system, and set specific targets for grain acreage and output for each province. Priority will be given to regions in major grain-producing counties that boast favorable underlying conditions, where national grain‑security industrial belts—characterized by stable and high yields, industrial clustering, comprehensive supporting infrastructure, and superior quality and efficiency—will be developed. Measures will be taken to curb the non‑agricultural use of cultivated land and prevent its conversion to non‑grain crops; nationwide monitoring and evaluation of grain‑cultivation practices on farmland will be conducted; a notification mechanism for cases of non‑grain use of cultivated land will be established; and guidelines will be formulated to ensure the coordinated utilization of abandoned farmland.
(II) Promote the stable development of pig and other livestock and poultry production. Implement the provincial-level overall responsibility requirement and the “Mayor-in-Charge” system for ensuring food security, and ensure that pig production capacity returns to its long-term average level. Maintain and institutionalize supportive policies for the pig industry, including land use for farming, the environmental impact assessment commitment system, and collateralized loans. Strengthen monitoring, early warning, and situation analysis for pig production; establish a mechanism for building up pig production capacity reserves; and stabilize production at pig farms, among breeding sows, in major provinces and counties, and among large enterprises. Adhere to the principle of focusing on large-scale operations while not neglecting small ones, and enhance guidance and services for small-scale farmers. Deeply advance the demonstration initiatives for standardizing breeding and slaughtering practices, guide the relocation of pig‑slaughtering capacity to areas with concentrated farming, and accelerate the shift from transporting live pigs to transporting pork. Implement the Five-Year Action Plan for the Development of Cattle and Sheep, increase the number of foundation breeding stock, and develop silage production tailored to local conditions. We will continue to boost the dairy industry, accelerate the modernization and upgrading of dairy cattle farming equipment, and support eligible dairy farmers in developing dairy processing. (3) Promote the upgrading and efficiency of the fisheries sector. Establish… Aquaculture Establish demonstration zones for healthy and ecological aquaculture, vigorously develop eco‑friendly fisheries such as recirculating aquaculture, deep‑sea and offshore farming, and large‑scale waterbody aquaculture, promote brackish‑water aquaculture, and standardize the development of rice–fish integrated farming. Advance reforms in the construction and management of fishing ports, and build fishing port economic zones. Set new targets for total allowable catch of marine fishery resources, and steadily implement quota‑based fishing and measures to reduce vessel numbers and restructure the industry. Develop marine ranches and carry out stock enhancement and release programs. Encourage the growth of… Aquaculture Develop the processing industry and recreational fisheries, and promote the orderly and standardized development of distant-water fisheries.
(4) Coordinate and effectively implement Cottonseed oil Sugar and other products are produced. The development and utilization of fallow winter fields in the Yangtze River Basin to expand winter rapeseed cultivation are encouraged, with appropriate expansion in suitable areas of the Huang-Huai-Hai Plain and Northeast China. (5) Scientifically strengthen agricultural disaster prevention and mitigation. Formulate and issue contingency plans to ensure a bountiful harvest in the face of extreme weather, enhance monitoring and early warning for droughts, floods, typhoons, and crop diseases and pests, and make timely preparations in terms of technology and supplies. Improve the deployment of interception zones for the fall armyworm, and reinforce integrated pest management and coordinated prevention and control efforts. Fully implement zoned prevention and control measures for major animal diseases such as African swine fever, establish disease-free zones and disease-free communities, and accelerate the development of an African swine fever vaccine. Coordinate efforts to prevent and control avian influenza, foot-and-mouth disease, brucellosis, and other diseases, and launch a special recruitment program for township-level animal health workers. Develop a list of invasive alien species and corresponding management plans, conduct comprehensive surveys and testing, and formulate a biosecurity control plan for invasive organisms in the Hainan Free Trade Port. Establish and improve disaster emergency response mechanisms to safeguard agricultural production.
(6) Deepen international agricultural cooperation. Implement a strategy to diversify agricultural imports, accelerate the development of major global grain traders and agricultural enterprise groups, and encourage enterprises to integrate into the global agricultural supply chain. Establish pilot zones for agricultural opening-up and cooperation, as well as high-quality bases for international trade, and promote the export of competitive agricultural products such as fruits, vegetables, tea, and fish. Launch initiatives to boost agricultural services trade, and support China’s agricultural technologies, Agricultural machinery Promote the international outreach of advantageous services and products, such as agricultural inputs, and strengthen the development of overseas agricultural cooperation demonstration zones. II. Enhance the level of material and technological equipment, and strengthen the foundational support for modern agriculture.
(7) Strengthen the development of high-standard farmland. Implement a new round of high-standard farmland construction plans, focusing on grain production functional zones and key agricultural product protection zones, raise investment standards and improve construction quality, and complete the task of building 100 million mu of high-standard farmland, while coordinating the development of efficient water-saving irrigation on an additional 15 million mu. Encourage local authorities to allocate the revenue generated from the reallocation of cultivated land balance indicators—resulting from newly added farmland created through high-standard farmland projects—to prioritize further high-standard farmland construction. Establish a monitoring and supervision platform for farmland development, put in place an effective management and maintenance mechanism, clearly define responsible entities, and ensure that management and maintenance responsibilities are fulfilled. Intensify efforts to develop grain production functional zones and key agricultural product protection zones, and conduct follow-up reviews of the delineation status of these two types of areas.
(8) Win the battle to revitalize the seed industry. Implement the Action Plan for Winning the Battle to Revitalize the Seed Industry. Launch major scientific and technological projects focused on breakthroughs in key core technologies for critical seed resources and on agricultural biological breeding, and carry out a new round of initiatives for livestock and poultry. Aquaculture Genetic improvement programs aim to independently develop breakthrough, high‑quality varieties. We will deepen the implementation of the Modern Seed Industry Enhancement Project, raise the standards of southern breeding bases, major seed‑production counties, and regional superior‑variety propagation hubs, and provide support for the development of national core breeding farms and stations for livestock and poultry. Upholding scientific rigor and stringent oversight, we will steadily advance the industrial application of bio‑breeding technologies. We will promote deep integration between science and industry, support leading seed enterprises in establishing robust commercial breeding systems, strengthen assistance to major seed‑production counties, and actively advance the construction of the “South Breeding Silicon Valley.” In addition, we will accelerate the third nationwide survey and collection of crop genetic resources and launch a national initiative on livestock and poultry… Aquaculture Conduct surveys of germplasm resources and carry out precise characterization of agricultural genetic resources. Enhance the innovation and service capabilities of the modern agricultural industrial technology system, and promote the substantive operation of agricultural science and technology innovation alliances. Advance the construction of national centers for agricultural science and technology innovation, attract high-quality innovation resources, and establish integrated industry–university–research innovation consortia. Build national demonstration bases for modern agricultural science and technology and a national agricultural science and education cloud platform. Carry out in-depth science-and‑technology‑driven initiatives to support rural revitalization, implement the statutory public‑service obligations of national agricultural extension agencies, and pioneer new models of socialized agricultural science and technology services. Establish 100 national agricultural scientific observation and experimental stations, and develop a group of towns with strong agricultural science and technology capabilities. Accelerate the construction of the National Center for Tropical Agricultural Sciences.
(11) Accelerate the development of smart agriculture. Establish a number of national digital agriculture and rural innovation centers and digital agriculture application‑promotion bases, and advance the integrated application of information technologies such as the Internet of Things, artificial intelligence, and blockchain. Launch initiatives to build smart farms, ranches, and fisheries, and promote smart… Agricultural machinery Application demonstration. Establish agricultural and rural big data centers and improve the monitoring and early-warning system for key agricultural products. Deeply advance the “Internet Plus” initiative to bring agricultural products from villages into cities, and accelerate the development of 110 pilot counties. III. Deepen the promotion of green agricultural development and continuously improve the agricultural ecological environment.
(12) Promote green agricultural production practices. (13) Fully implement the ten-year fishing ban in the Yangtze River. Launch targeted enforcement campaigns, strengthen the capacity of the Yangtze River fisheries law‑enforcement teams and their equipment, and establish jointly built and managed fisheries‑law‑enforcement bases at both the ministerial and provincial levels to ensure effective implementation of the ban. Intensify routine patrols and oversight, reinforce performance‑based assessments, refine the notification‑and‑interview system, and institute a grid‑based accountability framework for law enforcement and supervision, thereby establishing a tiered, comprehensive management mechanism that assigns responsibility to every individual. Track and monitor the retraining and employment transition of fishermen who have exited the fishing industry, guide localities in implementing pension‑security policies, improve records of employment assistance, create public‑service positions, and support relevant industry cooperatives in recruiting former fishermen. Initiate and carry out the Yangtze River Biodiversity Conservation Project, advance conservation programs for rare and endangered species such as the Chinese sturgeon and the Yangtze finless porpoise, establish and refine a robust resource‑monitoring network, and conduct assessments of aquatic‑biota integrity and the effectiveness of the fishing ban.
(14) Strengthen farmland quality improvement in a practical and effective manner. Implement the National Black Soil Protection Project and establish a number of demonstration zones for comprehensive soil management. Continuously advance the Northeast Black Soil Conservation Tillage Action Plan, expanding its implementation to over 65 million mu. Formulate and implement an action plan for farmland protection and quality enhancement, set up a series of national long-term fixed‑site monitoring stations for farmland quality, and conduct nationwide surveys and assessments of farmland quality grades. Promote the remediation of degraded farmland by establishing 200 contiguous demonstration zones. Adopt a classified management approach for contaminated farmland, with remediation efforts covering 50 million mu. Expand the scope of pilot programs for crop rotation and fallow systems, bringing the total area under these practices to 40 million mu.
(15) Strengthen the resource‑based utilization of agricultural waste. Formulate and implement plans for integrated crop‑livestock development, vigorously advance the resource‑based utilization of livestock and poultry manure, guide large‑scale farms to establish manure‑to‑field return plans and maintain records of manure application, and foster socialized service organizations for manure application. Establish 200 key counties for the comprehensive utilization of straw, raising the overall straw utilization rate to 86%. Accelerate the promotion and application of biodegradable agricultural mulch films, set up 100 counties dedicated to the recycling and reuse of such films, launch pilot programs for regionally tailored green compensation schemes for agricultural mulch film use, and achieve a film‑recycling rate of 80% or higher. Promote… Pesticide Recycling and reuse of packaging materials. A number of demonstration counties for the comprehensive control of agricultural non-point source pollution will be established in key river basins such as the Yangtze and Yellow Rivers. Coordinated efforts will be made to reduce emissions and enhance carbon sequestration in agriculture and rural areas.
(16) Strengthen the quality and safety of agricultural products. Promote variety improvement, quality enhancement, brand development, and standardized production; launch pilot programs for whole‑industry‑chain standardization in modern agriculture; and encourage new types of agricultural business entities to produce in accordance with standards. Revise and formulate 1,000 national food safety standards, including maximum residue limits for agricultural and veterinary drugs, and 200 agricultural industry standards covering nutritional quality and other criteria. Implement a risk‑monitoring program for agricultural product quality and safety, fully roll out the certificate‑of‑conformity system for edible agricultural products, and designate a group of benchmark enterprises for quality‑and‑safety traceability. Establish 100 national counties recognized for agricultural product quality and safety, certify and register 10,000 green, organic, and geographically indicated agricultural products, and support the development of 200 geographically indicated agricultural products. Enhance the development of areas with distinctive agricultural product advantages, formulate standards for agricultural brand building, and create a number of high‑quality regional public brands. Launch an initiative to eliminate prohibited substances and boost quality, rigorously investigating and penalizing the use of banned or restricted agricultural and veterinary drugs and instances of residue levels exceeding regulatory limits.
IV. Vigorously develop rural industries that enrich the people and enhance the modernization of industrial and supply chains.
(17) Develop a complete agricultural industrial chain. Guide agro-processing enterprises to locate in county‑level areas, promote primary processing at the place of production, advanced processing, and the comprehensive utilization of by‑products, and improve mechanisms for linking interests so that farmers can share more of the value added generated by the industry. Establish a number of research bases integrating advanced agro‑processing technologies and agro‑processing parks. Recognize the seventh batch of national key leading enterprises in agricultural industrialization, and support eligible enterprises in taking the lead in forming agricultural industrialization consortia. Build a number of key counties for leisure agriculture, promote a selection of beautiful leisure villages and high‑quality attractions and routes for leisure agriculture and rural tourism, and designate a group of national demonstration villages and towns under the “One Village, One Product” initiative. Coordinate and advance the development of modern agricultural industrial parks, strong agricultural towns, and clusters of advantageous and distinctive industries; establish and recognize a new batch of national modern agricultural industrial parks; comprehensively launch the construction of provincial, municipal, and county‑level industrial parks; build a number of strong agricultural towns and clusters of advantageous and distinctive industries; and elevate the level of modernization across the entire industrial chain of county‑level pillar agricultural sectors.
(18) Strengthen the development of the agricultural product circulation system. Formulate guidelines to promote the growth of the agricultural product circulation sector. Fully implement the project to build storage, preservation, and cold-chain logistics facilities for agricultural products, increase subsidies for the storage and preservation of fresh and perishable commodities such as vegetables, fruits, tea, and traditional Chinese medicinal materials, and construct a number of small-scale on‑farm storage and cold‑chain facilities. Encourage localities with the necessary conditions to establish low‑temperature direct‑sale and distribution centers at production sites. Select 50 counties and county‑level districts with distinctive agricultural product advantages to carry out pilot projects covering the entire supply chain. Establish a technical guidance and operational service system for agricultural product storage, preservation, and cold‑chain logistics. Recognize a group of national-level specialized production‑site markets and develop a number of on‑farm markets. Successfully organize agricultural expos such as the China International Agricultural Products Fair and the China International Tea Expo.
(19) Establish demonstration zones for agricultural modernization. Treat these zones as a key lever for advancing agricultural modernization, formulating an evaluation indicator system focused on elevating the modernization of the agricultural industrial, production, and management systems. Each province will conduct county-by-county assessments of agriculture-related counties, set a timetable for achieving basic agricultural modernization, address weaknesses and strengthen areas of weakness, and promote progress in a phased manner. Strengthen resource integration and policy coordination, and establish agricultural modernization demonstration zones at the county level, with approximately 100 such zones to be established in the first batch.
(20) Promote the sustainable development of distinctive industries in poverty‑alleviation areas. Formulate guiding opinions to advance the sustainable development of these industries, and organize poverty‑alleviation areas to prepare sector‑specific development plans. Implement initiatives to upgrade specialty farming and animal husbandry in these regions, support the development of agricultural product processing and productive services, and prioritize new types of business entities in poverty‑alleviation areas when carrying out projects to build storage, preservation, and cold‑chain logistics facilities for agricultural products. Guide agricultural distribution enterprises, e‑commerce platforms, wholesale markets, and other stakeholders to establish precise linkages with producers and operators in poverty‑alleviation areas, fostering stable supply‑and‑demand connections. Projects aimed at consolidating the achievements of poverty alleviation in these areas will give priority to developing distinctive industries, and micro‑credit policies will be refined and improved.
V. Promote rural development initiatives and build beautiful, livable villages.
(21) Launch and implement a five-year action plan to improve and upgrade the rural living environment. Focus on promoting the renovation of household toilets in rural areas of central and western China, guiding the installation of newly built or renovated household toilets within courtyards and indoor spaces. Provide guidance to localities in scientifically selecting appropriate toilet‑renovation technologies, and carry out pilot and demonstration projects for technologies suited to arid and cold regions. Coordinate the construction of facilities for treating human waste and domestic wastewater in rural areas, and advance convenient, low‑cost treatment of rural domestic sewage. Strengthen the system for collecting, transporting, and disposing of rural solid waste, and encourage localities with the necessary conditions to implement source‑separation, reduction, and resource‑recovery measures for rural waste, while building a number of integrated facilities for the treatment of organic waste. Improve mechanisms for the operation, management, and maintenance of rural environmental infrastructure. Continuously advance village‑cleaning campaigns and establish a number of beautiful, livable villages.
(22) Promote the development of rural infrastructure and public services. Coordinate with relevant departments to accelerate village planning, facilitate the basic completion of county‑level village classification and spatial planning, and guide villages that meet the conditions to prepare integrated multi‑plan village master plans. In collaboration with pertinent authorities, strengthen the construction of public infrastructure—including rural water supply, clean energy in rural areas, digital countryside initiatives, and village‑level comprehensive service systems—and advance the paving of roads connecting larger natural villages and border‑adjacent hamlets.
(23) Strengthen and improve rural governance. Deepen pilot and demonstration efforts to build a national rural governance system, establish a new batch of national model villages and towns, and encourage localities to launch provincial-level demonstration initiatives. Enhance the cultivation of civilized rural customs and continue to promote the transformation of outdated practices in rural areas. Further distill and disseminate exemplary models of rural governance, popularize approaches such as point-based and checklist systems, and advance the digitalization of rural governance. Establish a statistical survey system for rural governance. With the theme “Celebrating Bountiful Harvests and Expressing Gratitude to the Party,” successfully organize the fourth China Farmers’ Harvest Festival. Recognize the sixth batch of China’s Important Agricultural Heritage Systems, promote the development of demonstration zones showcasing outstanding farming culture, and intensify publicity for distinctive local cultural traditions.
VI. Advance reforms in key rural sectors to invigorate agricultural and rural development.
(24) Improve the rural land contract management system. Expand the pilot program for extending rural land contracts by another 30 years after the second round expires to the township level, and develop supporting policies to facilitate such extensions. Revise the Measures for the Administration of the Transfer of Rural Land Operation Rights, and strengthen the service system for the transfer of these rights. Formulate Measures for the Administration of Land Contract and Operation Agreements, and establish a mechanism for the day-to-day administration and services related to rural land contracts. Consolidate and effectively utilize the outcomes of land‑contract right confirmation, and promote mortgage loans and equity participation in agricultural industrialization using rural land operation rights. Strengthen the development of rural reform pilot zones, broaden the scope of pilot projects, and enhance the translation and dissemination of pilot results.
(25) Steadily and prudently advance the reform of the rural residential land system. Launch a new round of pilot programs in 104 counties (cities, districts) and 3 prefecture-level cities to explore effective ways of implementing the separation of ownership, qualification rights, and usage rights for rural residential land. Formulate regulations on the management of rural residential land and establish a sound mechanism to ensure that farmers’ legitimate needs are adequately met. Improve the statistical survey system for rural residential land and build an information platform for its management. Actively yet prudently carry out pilot projects to revitalize and make productive use of idle rural residential land and vacant houses. Encourage localities to establish dedicated teams of personnel responsible for managing rural residential land.
(26) The reform of the rural collective property rights system has been basically completed. We have advanced the shareholding cooperative reform of operational assets, standardized the registration and coding of collective economic organizations and the issuance of membership certificates, and strengthened and expanded new forms of rural collective economies. We have revised the financial and accounting systems for collective economic organizations and established a national platform for the supervision and management of rural collective assets. We have also promoted the recognition of leading regions, collectives, and outstanding individuals in the reform of the rural collective property rights system.
(27) Foster and strengthen family farms and farmer cooperatives. Deeply implement the Family Farm Development Plan, incorporating eligible large-scale operators into the family farm registry. Establish a number of model family farms and model family-farm counties, and guide the formation of family-farm associations or alliances. Launch an initiative to standardize and upgrade farmer cooperatives, promote the joint creation of a four-tier system of national, provincial, municipal, and county-level demonstration cooperatives, and increase support for well‑managed farmer cooperatives. Encourage the development of various forms of appropriately scaled operations. Support farmer cooperatives in expanding from production and farming to integrated operations spanning production, processing, and marketing, guide the establishment of cooperative federations, and set up platforms to connect cooperatives with enterprises. Strengthen the capacity of farmer‑cooperative service centers and the teams of county- and township‑level cooperative mentors.
(28) Vigorously develop specialized and socialized agricultural services. Formulate guiding opinions to accelerate the development of such services, foster and strengthen specialized and socialized service organizations, innovate service models, promote resource integration, and establish a number of demonstration bases and leading entities for specialized and socialized agricultural services. Support the development of production‑management services tailored to smallholder farmers and addressing weak links in the production of staple crops such as grain, with service coverage reaching 1.7 billion mu‑times, and build regional comprehensive service centers covering the entire agricultural value chain.
(29) Deeply advance the reform and development of state‑owned agricultural reclamation. Further deepen the corporatization of reclamation areas and the enterprise‑based management of farms, accelerate the resolution of outstanding issues from the reform of social functions previously performed by reclamation authorities, and foster and strengthen a number of modern agricultural enterprise groups. Implement group standards for rice, fresh milk, model pastures, and other sectors, and enhance public brand building. Strengthen the protection and management of state‑owned agricultural land in reclamation areas, and innovate the agricultural operating system. Consolidate and upgrade infrastructure at struggling farms, border‑area farms, and farms located in ecologically fragile zones.
VII. Strengthen support and safeguards, and ensure the thorough implementation of all decisions and arrangements.
(30) Improve the mechanisms for advancing rural revitalization. Drawing on the experiences and practices of poverty alleviation, we will promote the establishment of a policy framework, an operational system, and a supervision mechanism to comprehensively advance rural revitalization. We will coordinate the implementation of the rural revitalization strategy, issue annual implementation reports, and conduct oversight and inspection of its progress. We will support developed coastal regions in the east, suburban areas of large and medium-sized cities, and other eligible areas in establishing pilot zones for rural revitalization, exploring pathways and models for the modernization of agriculture and rural areas. We will formulate targets and tasks for the modernization of agriculture and rural areas by 2035 and by the middle of this century. We will strengthen support for formerly impoverished counties in their rural revitalization efforts, ensuring that the achievements of poverty alleviation are consolidated and seamlessly integrated with rural revitalization.
(31) Establish a mechanism for implementing the 14th Five-Year Plan for Agriculture and Rural Development. Issue the 14th Five-Year Plan for Agricultural and Rural Development, introduce supporting sector-specific plans and construction plans, and strengthen coordination and alignment among these plans. Set up a plan‑implementation mechanism, formulate annual task lists and work logs for plan execution, and track and oversee the timely completion of all planned tasks. Enhance agricultural and rural statistical surveys, incorporate the value added of agriculture and related industries into the evaluation framework for agricultural modernization, and promote the conduct of value-added accounting at the provincial, municipal, and county levels.
(32) Strengthen the development of a talent pool for rural revitalization. Deeply implement the High-Quality Farmer Training Program and the Academic Degree Enhancement Initiative, with a focus on cultivating family farm operators and heads of farmer cooperatives, and promote a number of high‑quality institutions dedicated to rural revitalization. Intensify efforts to train practical skills in rural areas, establish specialized skills competitions for farmers, and recognize and showcase a group of skilled artisans and craftsmen from rural communities. Launch initiatives to nurture agricultural entrepreneurs and rural innovation and entrepreneurship talent, build a number of rural entrepreneurship and innovation parks and incubation‑training bases, and attract young and middle‑aged rural laborers working away from home, college graduates, and demobilized military personnel to return to their hometowns and start businesses. Implement policies to revitalize rural talent, and draw diverse urban professionals to support rural development.
(33) Expand effective investment in agriculture and rural areas. Ensure a steady increase in government fiscal support for agriculture, implement the policy of raising the share of land‑transfer revenue allocated to agriculture and rural development, and concentrate these funds on priority tasks for rural revitalization. Substantially increase the scale and proportion of general and special local government bonds earmarked for modern agricultural infrastructure and rural development initiatives. Encourage the establishment of rural revitalization funds through market‑based mechanisms, and guide social capital to actively invest in agriculture and rural areas. Promote innovative financial models to support agriculture, effectively bolster new types of agricultural business entities and emerging rural industries and business forms, and vigorously advance the use of live livestock and poultry as collateral, Agricultural machinery Develop mortgage‑based lending for agricultural machinery and greenhouse facilities, strengthen performance assessments for dual‑control agricultural credit guarantee programs, and expand the scale of policy‑oriented guarantee services. Promote the expansion of pilot programs for full‑cost and income insurance on the three major grain crops, and broaden the scope of central‑government fiscal incentives—provided in the form of subsidies—to support local specialty agricultural product insurance. Accelerate the establishment of a database of major projects for modernizing agriculture and rural areas. Enhance the integration of agricultural investment to boost the sense of gain among local governments and farmers.
(34) Strengthen the rule of law in agriculture and rural areas. Promote the enactment of the Rural Revitalization Promotion Law and the Food Security Assurance Law, and accelerate the drafting and revision of laws such as the Law on Quality and Safety of Agricultural Products, the Animal Disease Prevention Law, and the Fisheries Law. Fully implement the reform of comprehensive agricultural administrative law enforcement, enhance training for law enforcement personnel and advance information technology development, improve law enforcement equipment, and promote the standardized uniform for law enforcement officers. Intensify law enforcement in key areas including agricultural input quality, plant variety rights protection, animal disease prevention, the Yangtze River fishing ban, agricultural product quality and safety, and plant quarantine. Establish rural legal education bases and cultivate model leaders in learning and applying the law in rural communities. Compile a list of powers and responsibilities for the Ministry of Agriculture and Rural Affairs, and comprehensively implement the notification-and-commitment system for matters requiring certification.
All agricultural and rural departments at every level must thoroughly study and implement General Secretary Xi Jinping’s important expositions on “agriculture, rural areas, and farmers” work, raise their political awareness, adhere to a systems‑based approach, enhance their capabilities and professional competence, strengthen their work style, courageously shoulder responsibilities, and pursue practical results through diligent action. They should earnestly carry out all tasks related to agriculture, rural areas, and farmers, making greater contributions to the comprehensive implementation of the rural revitalization strategy, the accelerated modernization of agriculture and rural areas, and the writing of a new chapter in “agriculture, rural areas, and farmers” work in the new era.
