On December 9–10, the National Agricultural Technology Extension Center convened a national consultation meeting on the 2021 trends in the occurrence of major crop diseases and pests in Chengmai, Hainan. The meeting heard specialized reports from relevant experts, reviewed the 2020 incidence of major diseases and pests, deliberated on the 2021 outlook for their spread, and outlined key priorities for monitoring and early warning. A total of 100 participants attended, including leading officials in charge of plant protection agencies from all 31 provinces, autonomous regions, and municipalities directly under the central government, heads of pest‑monitoring and forecasting sections, and technical specialists, as well as experts from institutions such as the Institute of Plant Protection of the Chinese Academy of Agricultural Sciences, China Agricultural University, Nanjing Agricultural University, the Institute of Environmental Plant Protection of the Chinese Academy of Tropical Agricultural Sciences, Hainan University, and the National Meteorological Center. Wang Fuxiang, Deputy Director of the National Agricultural Technology Extension Center, Huang Zheng’en, Chief Agronomist of the Hainan Provincial Department of Agriculture and Rural Affairs, and Wang Jianqiang, First‑Level Researcher with the Department of Crop Production Management of the Ministry of Agriculture and Rural Affairs, attended the meeting and delivered remarks.
The meeting concluded that in 2021, the fall armyworm, Wheat The situation regarding major crop diseases and pests, such as stripe rust and the two‑migrant rice pests, remains severe. The fall armyworm population is high, and its area of damage continues to expand. Wheat Stripe rust is expected to occur at moderate to severe levels in the Jianghan Plain, the Han River Basin, southern Huanghuai, and parts of the southwestern and northwestern wheat-growing regions. Fusarium head blight poses a high risk of moderate to severe epidemics in the middle and lower reaches of the Yangtze River, the Jianghuai region, and southern Huanghuai wheat areas. Aphids are likely to erupt across most of the Huanghuai–Hai wheat-growing area. Brown planthoppers are generally expected to occur at moderate to severe levels, with localized outbreaks in some rice-growing areas of southern China. Stem borers are forecast to be moderately to severely prevalent in South China, the Jiangnan region, the middle and lower reaches of the Yangtze River, and the Jianghuai rice‑growing areas. The grass cutworm population shows a clear trend of resurgence, with a high likelihood of recurrent outbreaks in Inner Mongolia and adjacent localities.
The meeting called for the national monitoring and forecasting system to take the implementation of the Regulations on the Prevention and Control of Crop Pests and Diseases as an opportunity to conscientiously fulfill its statutory duties in monitoring and forecasting major pests and diseases. It also emphasized the need to strengthen research into the dynamics and disaster‑inducing mechanisms of major pests and diseases, intensify innovation and application of advanced monitoring tools and technologies, and comprehensively enhance monitoring and early‑warning capabilities. The goal is to achieve intelligent monitoring and precision forecasting, thereby making new contributions to safeguarding national food security and promoting sustainable agricultural development.
