Hebei Province Conducts Preliminary Research on the Accreditation of Chemical Industrial Parks.

Recently, the Hebei Petroleum and Chemical Industry Association, entrusted by the Hebei Provincial Department of Industry and Information Technology, conducted field visits to industrial parks across the province to solicit feedback on the drafting and revision of the Measures for the Recognition and Management of Chemical Parks. This effort serves as preliminary research in preparation for the formal recognition and evaluation process to be undertaken by the relevant authorities. Meanwhile, the survey team also provided expert support on aspects such as overall park planning, thereby helping to promote high‑quality development of these industrial parks.

According to Zhang Lijun, president of the Hebei Provincial Petrochemical Industry Association, the association has undertaken a province-wide survey of chemical industrial parks and will draft and formulate accreditation criteria tailored to Hebei’s current circumstances. This initiative is of great significance for promoting the standardized and intelligent development of these parks, as well as for advancing green, low‑carbon, and high‑quality growth that prioritizes safety and environmental protection. At present, Hebei’s petrochemical sector has achieved notable progress in driving innovation, green practices, and high‑quality development. However, with 79 chemical industrial parks currently operating in the province, their development status and management standards remain uneven, falling short of established norms. This survey aims to gain a comprehensive understanding of the parks’ planning and layout, construction scale, supporting public infrastructure, and existing safety, environmental, and management systems, thereby proposing park‑specific accreditation requirements, procedures, evaluation standards, and management measures that align with Hebei’s realities.

According to reports, the fact-finding mission was organized by the Hebei Provincial Petrochemical Association and carried out by relevant experts in the chemical industry. The Raw Materials Division of the Hebei Provincial Department of Industry and Information Technology and the Hebei Bureau of China Chemical News also took part. From July 8 through the end of the month, the team visited and surveyed more than ten chemical industrial parks, including the Shijiazhuang Circular Chemical Industrial Park, the Xingtai Ningjin Economic Development Zone’s Salt Chemical Industrial Park, the Hengshui High-tech Zone’s New Materials Industrial Park, the Cangzhou Port‑Adjacent Economic Development Zone, the Dongguang Economic Development Zone’s Chemical Industrial Park in Cangzhou, the Caofeidian Petrochemical Industry Base in Tangshan, the Nanbao Economic Development Zone in Tangshan, the Laoting Economic Development Zone’s Chemical Industrial Park in Tangshan, the Lulong Economic Development Zone’s Green Chemical Industrial Park in Qinhuangdao, the Cixian Economic Development Zone in Handan, the Xuyang Economic Development Zone in Xingtai, and the Xinji Clean Chemical Industrial Park in Shijiazhuang.

Liu Linying, vice president of the Hebei Provincial Petrochemical Association, told reporters that the survey employed methods such as document collection, questionnaire surveys, and on-site interviews and discussions to gain a detailed understanding of the current status of chemical industrial parks in Hebei Province. During the process, several salient issues were identified: key coastal chemical parks, including those in Tangshan and Cangzhou, have limited reserves of land available for near-term development, which should be comprehensively factored into regional land-use planning; in some chemical parks and concentrated zones, the boundaries of land‑use safety control lines remain unclear; and dedicated management bodies for safety and environmental protection have yet to be established in certain parks. These matters will require further discussion and refinement during the drafting and revision of the park‑designation guidelines.

During on-site visits to several industrial parks, reporters learned that many of them hope the formulation and implementation of the management measures will avoid a one-size-fits-all approach. According to these visits, the parks are highly eager to attract chemical and new-materials projects, yet all report being constrained—due to policies and other factors—from further developing such ventures. They express hope that recognition as a designated chemical park will help resolve these limitations. Meanwhile, some leading chemical enterprises shared their views at a symposium, stating they wish to expand nearby or extend their value chains in order to maintain their competitive edge and product advantages, thereby sustaining high‑quality growth. Although their safety and environmental protection facilities are relatively well‑equipped and capable of meeting the requirements for safe, green development, the supporting infrastructure within their current parks still needs to be improved. Accordingly, both the park management committees and the companies call for comprehensive consideration during the drafting of the recognition criteria, so as to leave sufficient room and time for necessary infrastructure development.

In addition, the research team provided expert guidance on standardizing park development and management, offering recommendations on the current conditions of parks such as the Tangshan Nanbao Economic Development Zone and the Qinhuangdao Lulong Economic Development Zone, as well as the developmental challenges they are currently facing. A responsible official from one of the parks expressed gratitude for the experts’ suggestions, stating that the park will further refine its overall planning, strengthen its capacity to integrate multiple plans into a single framework, and—while bolstering infrastructure—leverage integrated planning to mobilize resources, thereby enhancing productivity and elevating the park’s high‑quality development across the board.
