To effectively strengthen traffic safety management for the transportation of hazardous chemicals, the Traffic Management Bureau of the Ministry of Public Security recently directed public security traffic management departments nationwide to launch a six-month special campaign, from July 1 to December 31, aimed at eliminating hidden dangers and preventing risks in the safe transport of hazardous chemicals. The campaign seeks to rigorously prevent mass‑casualty accidents involving vehicles carrying hazardous materials, fully safeguard the sustained stability of road traffic safety, and ensure the safety of people’s lives and property.

The Traffic Management Bureau of the Ministry of Public Security has mandated that traffic management authorities at all levels fully implement 16 specific measures across six key areas: reinforcing local responsibility, strictly issuing and verifying credentials, conducting rigorous roadside inspections, addressing road safety hazards, strengthening dynamic supervision, and establishing emergency response mechanisms. These measures aim to comprehensively rectify violations by hazardous‑material transport vehicles and drivers, systematically eliminate vehicles that have failed to undergo required inspections or have not been scrapped, continuously improve road traffic order, address road safety risks, and safeguard a safe and orderly traffic environment.

The Traffic Management Bureau of the Ministry of Public Security has instructed local traffic authorities to significantly increase police presence on roads surrounding enterprises involved in the production, sale, and storage of hazardous chemicals, as well as in areas subject to driving restrictions or prohibitions, and along road sections near water bodies or cliffs. Authorities are also directed to strengthen enforcement at at-grade intersections on national and provincial highways, at sharp bends and steep slopes, and at highway ramps and interchanges; to boost the frequency of patrols during nighttime, early morning hours, and periods when certain vehicles are prohibited from traveling; and to rigorously detect and penalize traffic violations such as speeding, fatigued driving, illegal parking, failure to stay in designated lanes, and breaches of driving restriction regulations, thereby effectively eliminating factors that could lead to accidents.

The Traffic Management Bureau of the Ministry of Public Security has emphasized that traffic management authorities at all levels should proactively seek the attention and support of Party committees and local governments, pool resources and expertise from relevant departments, and make every effort to organize and advance this work. They are to publicly expose a batch of typical cases involving traffic violations and accidents involving hazardous‑material transport vehicles, and to promptly disclose a list of hazardous‑material transport enterprises that have failed to fulfill their safety‑responsibility obligations, thereby urging them to implement corrective measures within a specified timeframe. Any leads indicating criminal or unlawful activities involving hazardous‑material transport vehicles must be referred without exception to the competent authorities for lawful handling, so as to raise the cost of violations and enhance deterrence.

The Traffic Management Bureau of the Ministry of Public Security reminds all drivers of hazardous‑material transport vehicles to avoid illegal loading, refrain from speeding and driving while fatigued, and strictly comply with restrictions on time and areas. Drivers are urged to operate their vehicles in a civilized and law‑abiding manner. The public is also encouraged to report any serious traffic violations committed by hazardous‑material transport vehicles, as such offenses pose significant hazards and risks. Please promptly notify the traffic authorities upon discovering such violations, helping to eliminate safety hazards and jointly safeguard a safe and orderly road environment.
