According to reports, the total area of flood‑related hazard prevention zones in Hebei Province spans 88,500 square kilometers, encompassing 69 counties (cities and districts), 769 townships, 11,025 administrative villages, and a population of 6.64 million. The windward slopes of the Yanshan and Taihang Mountains host a major basin‑wide torrential‑rainfall zone—one of the country’s most intense—making it highly susceptible to “black‑swan” extreme flash‑flood events, with an extremely grave defense situation.

The Provincial Flood Control and Drought Relief Headquarters Office has mandated that, as the province is about to enter the peak flood season, all localities must strengthen leadership, coordinate efforts comprehensively, and effectively carry out flood‑related disaster prevention and emergency rescue operations. Special attention should be given to relocating and sheltering the public; by July 10, all areas are required to organize evacuation drills to ensure residents are familiar with hazard zones, safe zones, evacuation routes, retreat paths, designated resettlement sites, and early warning signals, thereby guaranteeing that, in critical moments, “the right direction is chosen and people can move quickly,” thus minimizing casualties.
