    Seven national departments have issued the “National Strategy Plan for Revitalizing Agriculture through Quality (2018–2022).”

    Recently, seven departments, including the National Development and Reform Commission and the Ministry of Agriculture and Rural Affairs, jointly issued the “National Strategy Plan for Revitalizing Agriculture through Quality (2018–2022)” (hereinafter referred to as the “Plan”). The Plan outlines the overarching approach, development goals, and key tasks for implementing quality‑driven agricultural development over the next five years. It sets forth that by 2022, a basic institutional framework for quality‑oriented agriculture will be in place, and significant progress will have been made in achieving high‑quality agricultural development. To this end, the Plan calls for accelerating green agricultural development, promoting full‑process standardization in agriculture, fostering integration across the entire agricultural value chain, cultivating and enhancing agricultural brands, elevating the safety and quality of agricultural products, strengthening agricultural scientific and technological innovation, and building a high‑caliber agricultural workforce.

Implementation will focus on seven priority areas: accelerating green agricultural development, promoting full‑process standardization, fostering integration across the entire agricultural value chain, cultivating and enhancing agricultural brands, improving the safety and quality of agricultural products, strengthening agricultural scientific and technological innovation, and building a high‑caliber workforce for agriculture.

    The Plan states that by 2022, the institutional framework for promoting agriculture through quality will be essentially in place, with initial achievements in ensuring high product quality, high industrial efficiency, high production productivity, enhanced farmer capabilities, and strong international competitiveness, thereby yielding significant results in the high-quality development of agriculture.
     
    High product quality Specifically, the supply of high-quality agricultural products has increased substantially, with improved taste, superior quality, more balanced nutrition, and more distinctive regional characteristics, effectively meeting consumers’ demand for personalized, diversified, and high‑quality offerings. As a result, the balance between agricultural supply and demand has been achieved at a higher level. The overall pass rate of routine monitoring for agricultural product safety has remained stable at above 98%, while the number of certifications and registrations for green, organic, geographically indicated, and Good Agricultural Practices (GAP) products has grown at an average annual rate of 6%.
     
    High industrial efficiency Specifically, the primary, secondary, and tertiary industries have achieved deep integration; agriculture’s multifunctional potential has been further unlocked; agricultural specialization has been refined and business models diversified; low‑carbon, circular development has advanced markedly; and the scope for value addition in agriculture continues to expand. The ratio of the output value of agricultural processing enterprises above designated size to the total agricultural output value has reached 2.5:1; the scale‑up rate of livestock and poultry farming stands at 66%; and the share of demonstration areas for healthy aquaculture has risen to 65%, with high production efficiency. Agricultural labor productivity, land productivity, and resource utilization rates have all improved across the board: agricultural labor productivity has reached RMB 55,000 per person, land productivity has reached RMB 4,000 per mu, the comprehensive mechanization rate for crop cultivation, planting, and harvesting has reached 71%, the effective water‑use coefficient for farmland irrigation has reached 0.56, and the utilization rates of chemical fertilizers and pesticides for major crops have both reached 41%.
     
    The operator is highly qualified. Specifically, the ranks of high-caliber farmers who love agriculture, are skilled in technology, and excel in business management continue to grow; the proportion of new‑type professional farmers—characterized by greater specialization and younger demographics—has risen substantially; new types of business entities and socialized service organizations have become more standardized; and their role in demonstrating and driving quality‑oriented agricultural development has been steadily strengthened. More than 5 million new‑type professional farmers will be cultivated, with those holding at least a high school education accounting for 35% of the total; the number of model family farms at or above the county level and model national farmer professional cooperatives will reach 100,000 and 10,000, respectively.
     
    Strong international competitiveness Specifically, the quality of domestic agricultural products and the comparative advantages of agricultural production services have been significantly enhanced, while the capacity to coordinate and leverage both domestic resources and international markets has been further strengthened. A number of large grain traders and transnational agribusiness groups with global competitiveness have been cultivated, accelerating the “going global” strategy for agriculture. Agricultural exports are expected to grow at an average annual rate of 3%, and by 2035, the institutional framework for quality‑driven agricultural development will be further refined. A modern agricultural industrial system, production system, and management system will be fully established, leading to a substantial improvement in agricultural quality, efficiency, and competitiveness. Decisive progress will be made in achieving high‑quality agricultural development, and the modernization of agriculture and rural areas will be essentially realized.
