Specifically, wheat and rapeseed are expected to experience moderate incidence of major pests and diseases, with wheat affected over about 1.5 million mu‑times and rapeseed over about 3 million mu‑times; rice is projected to see relatively severe outbreaks of key pests and diseases, covering roughly 65 million mu‑times. Forecast of Major Pest and Disease Trends: (1) Fusarium head blight: Expected to occur at a moderate level, with localized areas experiencing more severe outbreaks. (2) Wheat aphids: Expected to occur at a moderate level. (3) Wheat leafhoppers: Expected to occur at a moderately mild level.

      (4) Sclerotinia stem rot of rapeseed: Expected to occur at a moderate level.

      (5) Downy mildew of rapeseed: Expected to occur at a moderate level, with localized areas experiencing heavier infestations.

      (6) Rapeseed aphids: Expected to occur at a moderate to light level.

      (7) Rice planthoppers: Moderate incidence is expected, with the whitebacked planthopper at a moderate level; the brown planthopper at a moderate level, with localized areas experiencing heavier infestations; and the small brown planthopper at a light level during the panicle‑filling stage.

      (8) Rice leafroller: Expected to occur at a moderate level, with localized areas experiencing heavier infestations.

      (9) Rice stem borers: The second-generation stem borer is the predominant species, with significant regional variation in incidence. It is forecast to occur at moderate to severe levels in the first generation, with localized outbreaks; the remaining generations are expected to be at moderate levels, with localized areas experiencing more severe infestations.

      (10) Sheath blight: Expected to occur at a moderate-to-heavy level.

      (11) Rice false smut: Expected to occur at a moderate level; under favorable climatic conditions during susceptible growth stages, a severe recurrence cannot be ruled out.

      (12) Rice blast: A moderate incidence is expected; under favorable weather conditions, panicle blast may become epidemic in susceptible varieties in mountainous and semi-mountainous areas as well as in regions with a history of the disease.

      (13) Bacterial diseases of rice: Bacterial diseases such as bacterial leaf blight are gradually spreading from the coastal rice-growing regions to the Jinhua–Quzhou rice‑growing area, with an expanding geographic range. Frequent typhoons and heavy rainfall can exacerbate the severity of these outbreaks.
