Seventy industrial parks have been designated as competitive, high‑performing chemical parks under the 14th Five-Year Plan.

On October 30, at the “2025 China Chemical Park Development Conference” held in Jiaxing, Zhejiang, the China Chemical Economic and Technological Development Center released the “Research Report on the Competitiveness of China’s Chemical Parks during the 14th Five-Year Plan Period,” designating four parks as outstandingly competitive chemical parks and 70 parks as having competitive advantages during the same period.

Yang Ting, Secretary-General of the Chemical Park Working Committee of the China Petroleum and Chemical Industry Federation, stated that the research framework underlying the Report is grounded in the “six integrations” concept for chemical parks and the Guidelines for Evaluating the Competitiveness of Chemical Parks. It comprises six first-level indicators—industrial economy, innovation-driven development, sustainable development, integration of informatization and industrialization, infrastructure and public utilities, and regional representativeness and spillover effects—along with 16 second-level indicators and 38 third-level indicators. The assessment comprehensively evaluates the development status of chemical parks across dimensions including industrial growth, infrastructure and public‑utility construction, safety, environmental protection, innovation, the integration of information technology and industrialization, and regional economic spillover effects.

According to reports, the four chemical industrial parks with outstanding competitiveness comprise two industry‑leading parks—Guangdong’s Huizhou Daya Bay Economic and Technological Development Zone and Ningbo Petrochemical Economic and Technological Development Zone—and two innovation‑driven parks—Shanghai Chemical Industry Park and Nanjing Jiangbei New Materials Science and Technology Park.

Among the competitive, high‑performing chemical industrial parks during the 14th Five-Year Plan period, the top ten are Dongying Port Economic Development Zone, Taixing Economic Development Zone in Jiangsu Province, Qilu Chemical Industrial Park, Ningdong Energy and Chemical Base, Ningbo Daxie Development Zone, Shangyu Economic and Technological Development Zone in the Hangzhou Bay area, China National Chemical New Materials (Jiaxing) Port Area, the National Demonstration Zone for East–Central–West Regional Cooperation (Xuhu New Area in Lianyungang), Yantai Chemical Industry Park, and Yangzhou Chemical Industrial Park.

According to statistics, among the chemical parks recognized as having competitive advantages during the 14th Five-Year Plan period, the East China region accounts for the largest share, with 39 parks—52% of the total. In terms of industrial composition, the East, Central, and Southwest regions feature a higher proportion of fine‑chemical and new‑materials parks, while the North, Northwest, and other regions are dominated by resource‑based industries such as petrochemicals and coal chemicals. Specifically, there are 37 petrochemical parks, representing 50%; 31 fine‑chemical and new‑materials parks, accounting for 42%; and 6 coal‑chemical parks, making up 8%.

According to statistics, during the 14th Five-Year Plan period, competitive chemical industrial parks (including those of exceptional excellence) generated total operating revenue of RMB 5.76 trillion in 2024, accounting for 39% of the national petrochemical industry’s operating revenue (excluding crude oil and natural gas extraction). In 2024, their aggregate profits totaled RMB 233.9 billion, representing 52% of the national petrochemical sector’s total profits, with a profit margin of 4.03%.

“The achievements of China’s chemical park development, centered on “integrated” construction, represent the most concentrated manifestation of innovation in chemical industry management and organizational models,” said Yang Ting. Looking ahead to 2030, with the basic completion of the “Five Major Projects” for chemical parks, China will see the emergence of a number of industrial clusters and chemical parks that boast competitive advantages and strong brand influence. The role of chemical parks in leading industrial development, driving technological innovation, promoting low‑carbon growth, and advancing smart‑city initiatives will become even more pronounced, truly making them the “main battleground” for high‑quality development in China’s drive to become a global chemical powerhouse.
