    The Closed-Loop Management Service Platform for Specific Pesticides Has Been Officially Launched.

    On October 13, at the plenary session of the 25th National Pesticide Exchange Conference convened by the China Pesticide Industry Association in Shanghai, a closed-loop management and stringent control platform for specific pesticides was officially launched across the entire industry. This marks the official entry of China’s high-risk pesticide management into a new phase of digital governance—characterized by end-to-end traceability, real-time oversight, and accountability—and further strengthens the safeguards for controlling high-risk pesticides.

      

    According to Li Zhonghua, Executive Vice President and Secretary-General of the Pesticide Association, in June 2024, the state imposed the strictest regulatory measures—banning the use of highly hazardous pesticides such as paraquat, carbofuran, aldicarb, and omethoate within China while permitting their export only. In response to industry challenges—including data silos and delayed traceability caused by traditional paper-based ledgers and Excel spreadsheets—the Association spearheaded the development of the “Good Practice Guidelines for Closed-Loop Management of Strictly Controlled Pesticides,” which served as the foundation for a specialized closed-loop management service platform integrating trustworthiness, controllability, and usability.

      

    The platform enables real-time blockchain recording of end-to-end data, spanning from raw material procurement and production to warehousing, transportation, and export customs clearance, thereby eliminating information silos and establishing a digital trust framework that covers the entire lifecycle of specific pesticides. This digital platform ushers in a new chapter of high-quality industry development.

      

    According to reports, the platform boasts three core features and key highlights:

     

    First, the comprehensive situational‑awareness dashboard has become the government’s “smart command center.” The dashboard provides an at-a-glance view of key metrics such as production capacity, inventory levels, and export‑to‑domestic‑supply ratios. AI‑powered algorithms generate a daily high‑risk pesticide briefing, delivering real‑time alerts for any unusual fluctuations. Meanwhile, a global flow Sankey diagram dynamically tracks the end-to-end journey of each ton of active ingredient, from the factory to the port.

      

    Second, end-to-end traceability gives each batch of active pharmaceutical ingredient a “digital passport.” It enables second‑level batch‑number searches to pinpoint distribution routes with precision; the six key stages—raw material receipt, production, quality inspection, transportation, customs clearance, and ocean shipping—are all recorded on the blockchain; and an authoritative “compliance certificate” can be generated with a single click, ensuring lawful circulation.

      

    Third, from the perspective of corporate self‑certification, it has become an “electronic evidence chain” for compliance management. For example, it automatically verifies the dynamic equilibrium between production and export; codifies standardized operations into tamper‑proof electronic evidence; and builds corporate credit assets, thereby enhancing the enterprise’s market competitiveness.

      

    Li Zhonghua stated that the launch of the closed-loop management service platform for specific pesticides represents not only a technological upgrade and iteration but also a significant innovation in the governance model of the pesticide industry. By harnessing the power of digital technology to ensure safety and fostering trust through transparency, the platform has laid a solid foundation for the high-quality development of China’s pesticide sector.

      

    To better serve the industry, the association convened a seminar on the application of the closed-loop management service platform for specific pesticides. The platform’s development team conducted an on-site demonstration of its core functionalities, while experts from emergency management, warehousing, and logistics shared insights into regulatory trends and pathways for supply-chain integration.
