The Ministry of Ecology and Environment has expanded the pilot program for emergency response to water pollution in chemical industrial parks, with 46 parks included in the second batch of the “One Park, One Plan, One Map” list.

Recently, the Ministry of Ecology and Environment issued the “Notice on the Publication of the List of Pilot Parks (Second Batch) for the Construction of a Three-Level Environmental Emergency Response and Control System for Sudden Water Pollution Incidents in Chemical Industrial Parks, as well as the ‘One Park, One Plan, One Map’ Initiative,” designating 46 chemical industrial parks, including the Tianjin Nangang Industrial Zone, as the second batch of pilot parks.

The notice requires pilot parks to adhere to the environmental emergency‑response principle of “trading space for time,” and, in accordance with the “Technical Guidelines for Establishing a Three‑Tier Environmental Emergency Prevention and Control System for Sudden Water Pollution Incidents in Chemical Parks and for Implementing the ‘One Park, One Plan, One Map’ Approach (Trial),” to establish and refine a three‑tier environmental emergency‑response system tailored to their resource endowments and operational realities. They are also tasked with developing a “One Park, One Plan, One Map” framework for sudden water pollution incidents and exploring the creation of a model for environmental emergency prevention and control in chemical parks that reflects local characteristics.

At the same time, local authorities are required to ensure effective alignment between the “one park, one plan, one map” approach for chemical industrial parks and the “one river, one plan, one map” framework for river basins, thereby establishing an emergency preparedness system for sudden water pollution incidents that integrates and mutually supports chemical industrial parks and key rivers, and driving an overall enhancement of regional capabilities in preventing and responding to sudden environmental emergencies.

In addition, the notice requires Shanghai Municipality, Jiangsu Province, and Zhejiang Province to leverage their advantages as pioneers in piloting new initiatives, accelerating the establishment of a three-tier environmental emergency response and prevention system for chemical industrial parks within their jurisdictions, and implementing the “one park, one plan, one map” approach, with full coverage to be achieved by the end of 2025. Meanwhile, the provinces (autonomous regions, municipalities) along the Yangtze River, Yellow River, and Grand Canal basins are to expedite the completion of the three-tier prevention and control system for chemical industrial parks located within 3 kilometers of the main riverbanks, striving to achieve basic completion by 2026.

Since 2023, the Ministry of Ecology and Environment has launched a pilot program to establish a three-tier environmental emergency response and prevention system for sudden water pollution incidents in chemical industrial parks, along with the “One Park, One Plan, One Map” initiative. Building on the lessons learned and outcomes from the first batch of pilots, the scope of the program has been further expanded, encouraging localities to tailor approaches to specific park conditions and develop replicable, scalable model cases. This effort lays the groundwork for achieving full nationwide coverage of the “One Park, One Plan, One Map” framework across key chemical industrial parks during the 15th Five-Year Plan period.

The Ministry of Ecology and Environment will, as appropriate, organize evaluations of the effectiveness of pilot projects, summarize best practices, and promote them nationwide, thereby continuously enhancing the environmental emergency preparedness capabilities of chemical industrial parks.
