Recently, the National Development and Reform Commission released the “Guidance Catalogue for Industrial Structure Adjustment (2024 Edition),” which will take effect on February 1, 2024. The catalogue is divided into three categories: encouraged, restricted, and phased-out. The encouraged category primarily includes technologies, equipment, and products that play a significant role in promoting economic and social development; the restricted category covers production capacities, processes, technologies, and products that are technologically outdated, fail to meet industry access requirements and relevant regulations, pose risks to workplace safety, or hinder the achievement of carbon peak and carbon neutrality goals, and thus require mandatory upgrades or are subject to a ban on new construction; the phased-out category comprises obsolete technologies, equipment, and products that violate applicable laws and regulations, cause severe resource waste and environmental pollution, present serious occupational safety hazards, and impede progress toward carbon peak and carbon neutrality, and therefore must be eliminated. Any items not falling under the encouraged, restricted, or phased-out categories, but compliant with relevant national laws, regulations, and policies, are classified as permitted.
In the “Catalog (2024 Edition),” the agriculture, forestry, animal husbandry, and fishery sectors comprise 26 items in the encouraged category, 14 in the restricted category, and 9 in the phase-out category.
