Recently, the General Office of the Ministry of Agriculture and Rural Affairs issued the “Notice on Strengthening Quality and Safety Supervision of Agricultural Products during the 2024 New Year and Spring Festival Periods” (hereinafter referred to as the “Notice”), requiring all localities to heighten their awareness of risks to agricultural product quality and safety and to implement robust measures to effectively ensure the quality and safety of agricultural products during the 2024 New Year and Spring Festival periods.
　　The Notice requires strengthening risk monitoring, intensifying surveillance of key areas and priority product categories during the holiday period, and promptly convening consultations to assess and address any issues that arise. It also calls for bolstering regulatory enforcement: strictly investigating and prosecuting the use of prohibited drugs, stepping up enforcement against excessive residues of conventional veterinary drugs, and rigorously cracking down on illegal activities such as unauthorized slaughter, the slaughter of diseased or dead livestock and poultry, and the injection of water or drugs. Furthermore, it emphasizes enhancing guidance and services by providing scientific advice on drug use and issuing quality‑and‑safety reminders, while ensuring that producers fully comply with relevant regulations. Pesticide Regulations on safety intervals and veterinary drug withdrawal periods should be strictly enforced, with enhanced guidance on the issuance and use of certificates of compliance. Relevant production and business entities must be urged to issue such certificates in a standardized manner for each batch. Emergency preparedness and on‑call duty must be strengthened, with robust arrangements for holiday‑time staffing and emergency response, to prevent minor risks from escalating into major problems.
