      WUHAN, July 4 (Xinhua) — Zhang Guoqing, a member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, conducted inspections and field research on workplace safety and flood‑control efforts in Hubei Province from July 2 to 4. He stressed the need to resolutely implement the important instructions and directives of General Secretary Xi Jinping on workplace safety, and, in accordance with the decisions and arrangements of the CPC Central Committee and the requirements of the State Council Executive Meeting, to adopt more decisive, effective, and targeted measures. He called for further strengthening and refining the identification and rectification of safety risks and hidden dangers, enhancing the quality and effectiveness of these efforts, effectively preventing and curbing the occurrence of serious and extremely serious accidents, and ensuring the safety of people’s lives and property.

      In the Wuhan Chemical Industry Zone, Zhang Guoqing visited factory workshops and production lines to conduct on-site inspections of workplace safety and the identification and rectification of potential risks. He emphasized the need to draw profound lessons from recent accidents, rigorously implement the principles of joint Party–government accountability, dual responsibility for each post, and the “three controls and three musts,” ensuring that safety responsibilities are effectively communicated and enforced down to the grassroots level. He stressed the importance of fundamentally eliminating accident hazards and addressing problems at their root, truly putting safety first and prioritizing prevention. Focusing on key sectors such as gas, construction, chemicals, and mining, and highlighting critical venues like hospitals, schools, restaurants, and shopping malls, he called for close attention to prominent issues such as unauthorized or non‑compliant operations. Upholding a spirit of vigilance and determination, he urged strict adherence to criteria for identifying major accident hazards, conducting more unannounced inspections and public exposure, and ensuring that no blind spots remain in hazard identification and that remediation is thorough and effective. A mechanism for tracing back accountability for failure to identify and address hazards must be put in place, with severe disciplinary action taken against those who neglect duties, fail to exercise oversight, or overlook risks, thereby promoting rigorous inspection and management and genuine corrective measures. Furthermore, robust safety education and training for workers should be strengthened to enhance safety awareness, improve safety skills, and foster a culture of safety across society. With the current flood season and summer vacation underway, Zhang Guoqing, after gaining a detailed understanding of flood and drought conditions at the Yangtze River Flood Control and Drought Relief Headquarters, underscored the need to coordinate flood control, drought relief, and disaster reduction efforts; strengthen monitoring, early warning, and patrol‑guard duty; ensure preparedness for emergency response and rescue operations; and strictly prevent secondary disasters triggered by extreme weather.

      During his visit, Zhang Guoqing also went to R&D institutions and manufacturing enterprises in fields such as optical communications and semiconductors to gain first-hand insights into technological innovation and the application of research outcomes. He emphasized that developing high‑tech industries is an urgent imperative for building a modern industrial system, forging a new development paradigm, and advancing high‑quality growth. It is essential to strengthen efforts to master critical core technologies, enhance the resilience of industrial and supply chains, and swiftly address existing shortcomings. At the same time, we must expand application scenarios, scale up deployment, bolster competitive advantages, and focus on reinforcing our strengths. Furthermore, we need to optimize the industrial ecosystem, nurture more “specialized, refined, distinctive, and innovative” enterprises, foster new technologies, new products, and new business models, and ensure that high‑tech industries play an even more leading and driving role in economic circulation.
