BEIJING, June 13 (Xinhua) — By reporters Yu Qiongyuan and Hou Xuejing: On the 13th, the Agricultural Development Bank of China released the “Opinions on Serving the Comprehensive Advancement of Rural Revitalization, Accelerating the Building of a Strong Agricultural Country, and Promoting High-Quality Business Development,” which outlines 27 policy measures to further strengthen support for key areas and weak links in agriculture, rural areas, and farmers.
The document proposes supporting national food security and the stable production and supply of key agricultural products, advancing agricultural science and technology, agricultural equipment, and green agriculture, fostering high-quality development of rural industries, improving infrastructure for beautiful countryside construction and promoting integrated urban–rural development, and consolidating and expanding the achievements of poverty alleviation. By focusing on priority areas and addressing weak links in “agriculture, rural areas, and farmers” development, it calls for comprehensively advancing rural revitalization and accelerating the building of a strong agricultural nation. It also emphasizes effective management of credit planning and interest-rate pricing to further channel resources toward these key priorities.
The opinion emphasizes the need to further optimize the customer mix, project portfolio, regional distribution, and liability structure, while innovating business models around cash flow. It calls for refining credit policies, strengthening unified credit‑granting and authorization management, streamlining loan eligibility criteria, appropriately structuring collateral arrangements, setting reasonable maturities for project loans, and optimizing loan‑processing procedures to ensure seamless follow‑up when documents are incomplete. Moreover, it underscores the importance of strictly adhering to business boundaries, enhancing risk and compliance oversight, and safeguarding the safety bottom line.
