    The Standing Committee of the National People’s Congress has launched an enforcement inspection of the Special Equipment Safety Law.

      BEIJING, April 23 (Xinhua) — By reporter Zhao Wenjun: To advance the implementation of the “Made-in-China 2025” and “Quality-Driven Nation” strategies outlined in the report of the 20th National Congress of the Communist Party of China, and to strengthen the enforcement of the Special Equipment Safety Law, the Standing Committee of the National People’s Congress recently launched an inspection of the law’s implementation.

      From elevators and passenger ropeways to large amusement rides, as well as boilers and pressure vessels, special equipment constitutes critical infrastructure for economic and social development. The Special Equipment Safety Law of the People’s Republic of China, which came into effect on January 1, 2014, addresses production safety, public safety, and the safeguarding of people’s livelihoods; it is closely linked to the high-quality development of the industrial economy and the equipment manufacturing sector, making it a comprehensive law that balances both development and safety.

      At the first plenary meeting of the NPC Standing Committee’s enforcement inspection group for the Special Equipment Safety Law, held in Beijing on the 23rd, reporters learned that the inspection group will conduct on-site inspections in six provinces, autonomous regions, and municipalities—Liaoning, Shanghai, Fujian, Shandong, Hubei, and Guangxi—in May this year. Meanwhile, it has entrusted the standing committees of the people’s congresses of eight other provinces, autonomous regions, and municipalities—Heilongjiang, Jiangsu, Zhejiang, Henan, Guangdong, Chongqing, Sichuan, and Xinjiang—to examine the implementation of the Special Equipment Safety Law within their respective administrative areas. By combining on-site inspections, commissioned inspections, and commissioned research projects, the group will vigorously carry out investigations and studies to gain a comprehensive and in-depth understanding of how the law is being implemented.

      It is reported that the inspection team will focus on seven key areas: progress in promoting industrial development; efforts to strengthen comprehensive governance; the performance of law enforcement and duty‑bearing by government departments; the implementation of relevant management systems; the advancement of scientific and technological innovation; public opinions and suggestions regarding special equipment work; and any other issues arising in the course of law enforcement. Through these enforcement inspections, the aim is to ensure that the agencies responsible for implementing the law, as well as relevant departments and entities, fully discharge their statutory duties; that the legally mandated obligations of safety‑responsible parties are effectively fulfilled; and that the statutory rights of the public are adequately protected.

      In late May, the enforcement inspection team will convene its second plenary meeting to revise and refine the draft enforcement inspection report. In mid-to-late June, the Standing Committee of the National People’s Congress will hear and deliberate a report on the implementation of the Special Equipment Safety Law.
