      BEIJING, April 11 (Xinhua) — The “Compendium of Systems and Rules for the Comprehensive Implementation of the Stock Issuance Registration System,” compiled under the auspices of the Office of the Leading Group for the Reform of the Stock Issuance Registration System of the China Securities Regulatory Commission, was recently published by Xinhua Publishing House and is now available nationwide.

      The promulgation and implementation of the comprehensive set of rules governing the stock issuance registration system mark the formal establishment of the registration‑based framework and its extension to the entire market and all types of public equity offerings, representing a milestone in the reform and development of China’s capital markets. The “Compendium of Rules for the Comprehensive Implementation of the Stock Issuance Registration System” brings together 165 regulatory provisions issued as part of this reform, including 57 rules issued by the China Securities Regulatory Commission and 108 supporting rules from the stock exchanges, the National Equities Exchange and Quotations Company, China Securities Depository & Clearing Corporation, China Securities Finance Corporation, and the Securities Association of China. The content covers all key areas, such as issuance criteria, registration procedures, sponsorship and underwriting, major asset restructurings, regulatory enforcement, and investor protection.

      The book is divided into three volumes—upper, middle, and lower—and comprises over 2.4 million characters. Its publication and distribution will help investors and securities professionals gain a deeper understanding of the specific policies and underlying principles of the comprehensive implementation of the stock issuance registration system.
