    The Ministry of Science and Technology has issued the “Administrative Measures for Science and Technology Awards Established by Social Organizations.”

      BEIJING, March 21 (Xinhua) — By reporter Zhang Quan: The Ministry of Science and Technology announced on the 21st that it has issued the “Administrative Measures for Science and Technology Awards Established by Social Organizations,” aimed at guiding the standardized and healthy development of socially funded science and technology awards, elevating their overall quality, and stimulating the innovative vitality of talent across various fields.

      “The Social Science and Technology Awards are an important component of China’s distinctive science and technology award system, playing a positive role in stimulating the innovative vitality of scientific and technological personnel,” said an official from the Ministry of Science and Technology. At present, these awards have begun to take shape as a sizable and diversified landscape with steadily growing influence; however, some individual awards still suffer from unclear positioning and insufficiently standardized operations, underscoring the urgent need to develop a coordinated and standardized management mechanism.

      The Measures comprise six chapters and thirty-five articles, setting out the basic requirements for the establishment, operation, guidance and services, as well as the supervision and administration of social science and technology awards.

      The measures encourage the establishment of social science and technology awards and support the creation of high‑level, specialized awards in key disciplines and critical fields; they also encourage the awarding of prizes to young and female scientists and engineers, as well as to researchers working in fundamental and cutting‑edge areas.

      The measures guide social science and technology awards to uphold their academic and honorary nature, adhere to an evaluation orientation centered on the quality, performance, and contributions of scientific and technological innovation, highlight recognition of scientists and frontline researchers who have made truly creative contributions, and pursue a path of professionalization, specialization, branding, and internationalization.

      The Measures stipulate that social science and technology awards shall adhere to the principles of public welfare and non-profitability; establish scientific, rational, standardized, and effective mechanisms for accepting applications, conducting reviews, and exercising oversight; design award categories in a scientifically sound manner, clearly define the scope and eligible recipients, cap the number of awards, and enhance their quality; and uphold the principle of “the organizer bears responsibility,” strictly comply with national laws and regulations, and refrain from undermining national security or the public interest.

      The Measures also set forth clear provisions on strengthening guidance and services for social science and technology awards, as well as enhancing ongoing and post-event supervision.
