At the conference, Wang Xiangxi, Secretary of the Party Committee and Minister of the Ministry of Emergency Management, stated that preventing and curbing serious and extremely serious accidents has always been the top priority of work on workplace safety. It is essential to thoroughly summarize the achievements of the three-year special campaign for workplace safety, steadfastly implement the fifteen stringent measures, and resolutely maintain a stable and secure safety situation.
The Ministry of Emergency Management has called for a focused, in-depth special campaign to address major hidden dangers, comprehensively identify and manage critical risk points, and maintain sustained efforts in key sectors such as mining, hazardous chemicals, fire safety, and industrial and commercial enterprises. It will uphold a high-pressure stance on cracking down on illegal activities and violations, applying law‑based, targeted enforcement measures—including suspension of operations for rectification, closure and revocation, maximum penalties, and prosecution of legal liabilities—to ensure precision, severity, and tangible results. Furthermore, it will tackle deep‑seated systemic issues by leveraging the professional expertise of relevant industry authorities, promoting integrated governance, and addressing persistent, long‑standing problems. Priority will be given to establishing technical support bases for preventing major accidents in key industries, while significantly strengthening safety training for workers in high‑risk sectors.
The Ministry of Emergency Management also stated that it will strengthen the national integrated fire and rescue forces and regional emergency response capabilities, support the development of specialized rescue teams and civilian emergency response organizations, enhance equipment support based on real‑world operational needs, make every effort to carry out disaster relief and rescue operations, and comprehensively improve rescue response and logistical support capacities.
