At the conference, Wang Xiangxi, Secretary of the Party Committee and Minister of the Ministry of Emergency Management, stated that preventing and curbing serious and extremely serious accidents has always been the top priority of work on workplace safety. It is essential to thoroughly summarize the experiences and achievements of the three-year special campaign for workplace safety, steadfastly implement the fifteen stringent measures, and resolutely maintain a stable and secure situation.

　　The Ministry of Emergency Management has called for a focused, in-depth special campaign to address major hidden dangers, comprehensively identify and manage critical risk points, and maintain sustained efforts in key sectors such as mining, hazardous chemicals, fire safety, and industrial and commercial enterprises. It will uphold a stringent enforcement stance against illegal activities and violations, applying targeted legal measures—including suspension of operations for rectification, closure and revocation of licenses, imposition of maximum penalties, and pursuit of legal accountability—to ensure that enforcement is precise, resolute, and effective. Furthermore, it will tackle deep-rooted systemic issues by leveraging the specialized expertise of relevant industry authorities, promoting integrated governance to eradicate persistent problems, and expediting the establishment of technical support centers for preventing major accidents in priority industries, while significantly strengthening safety training for workers in high-risk sectors.

　　The Ministry of Emergency Management also stated that it will strengthen the national integrated fire and rescue forces and regional emergency response capabilities, support the development of specialized rescue teams and social emergency response organizations, enhance equipment support based on real‑world operational needs, make every effort to carry out disaster relief and rescue operations, and comprehensively improve rescue response and logistical support capacities.
