The results of the 2022 Top 30 List for High-Quality Development of Chemical Parks have been announced.

On December 23, the Chemical Park Working Committee of the China Petroleum and Chemical Industry Federation (hereinafter referred to as the Park Committee) convened the “2022 China Chemical Parks and Industrial Development Forum” via online livestream and announced the results of the 2022 comprehensive evaluation of high-quality development in chemical parks.
As the only specialized industry organization in China that comprehensively analyzes and guides the development of chemical industrial parks, the Park Committee has played a pivotal role in promoting the standardized, green, smart, and high‑quality development of these parks. In 2022, the Committee conducted a comprehensive assessment of high‑quality development across more than 600 chemical industrial parks nationwide, thoroughly evaluating their performance in key areas including industrial economics, infrastructure, ecological environment and resource utilization, safety and emergency response, public awareness, as well as innovation and smart‑city initiatives. It also established a holistic evaluation index system to objectively and scientifically assess the level of high‑quality development among domestic chemical industrial parks. Analysis of relevant data from major national chemical parks in 2021 reveals that the top 30 parks in the 2022 comprehensive high‑quality development ranking represent the cutting edge of China’s chemical park development, with notable strengths in:
(1) Strong industrial foundation and robust profitability
In 2022, the top 30 chemical parks in the comprehensive evaluation of high-quality development generated total petrochemical sales revenue of RMB 3.41 trillion in 2021, accounting for 23.6% of the national petrochemical industry’s total sales. Their combined petrochemical profits reached RMB 318.73 billion in 2021, representing 27.5% of the national total. The average profit margin of these top 30 parks was 9.3%, approximately 1.3 percentage points higher than the industry-wide average of 8%.
(II) Well-developed infrastructure and intensive land use
As of the end of 2021, the top 30 chemical parks in the 2022 Comprehensive Evaluation of High-Quality Development had collectively completed fixed‑asset investments totaling RMB 5.19755 trillion, with RMB 508 billion invested in 2021 alone. In 2021, these top 30 parks recorded a land‑sales revenue productivity of RMB 7.23 billion per square kilometer, a land‑profit productivity of RMB 613 million per square kilometer, and a land‑investment intensity of RMB 8.79 billion per square kilometer.
(3) Energy Conservation and Emission Reduction, Green and Ecological Development
In 2021, the top 30 chemical parks in the 2022 Comprehensive Evaluation of High-Quality Development consumed a total of 126 million tons of standard coal, accounting for 17.5% of the industry’s total energy consumption of 720 million tons of standard coal. Their output‑value‑based energy intensity stood at 0.393 tons of standard coal per 10,000 yuan, below the industry average.

Some have already achieved a certain scale and hold promising prospects for ranking among the top 30 in the comprehensive evaluation of high‑quality development in the chemical‑park sector.
