　　BEIJING, Dec. 7 (Xinhua) — On December 6, the Political Bureau of the CPC Central Committee convened a meeting to analyze and deliberate on economic work for 2023, and to hear a report on the work of the Central Commission for Discipline Inspection and the National Supervisory Commission, while also making arrangements for Party conduct, clean governance, and anti-corruption efforts in 2023. Xi Jinping, General Secretary of the CPC Central Committee, presided over the meeting.

　　The meeting concluded that this year has been an exceptionally significant one in the history of the Party and the country. Faced with a turbulent international environment and daunting domestic tasks related to reform, development, and stability, the Party Central Committee with Comrade Xi Jinping at its core united and led the entire Party and all ethnic groups across the country in rising to challenges, strengthening macro‑regulation, steadily improving the quality of development, achieving abundant results in scientific and technological innovation, deepening reform and opening up across the board, maintaining basic stability in employment and prices, and effectively safeguarding food security, energy security, and people’s livelihoods—thereby ensuring overall economic and social stability. The Beijing Winter Olympics and Paralympics were successfully held, and the 20th National Congress of the Communist Party of China was convened in triumph, marking a solid step forward on the new journey toward fully building a modern socialist country.

　　The meeting emphasized that next year will mark the inaugural year for fully implementing the spirit of the 20th National Congress of the Communist Party of China. To ensure success in next year’s economic work, we must be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implement the spirit of the 20th National Congress, steadily advance Chinese modernization, adhere to the overarching principle of seeking progress while maintaining stability, fully, accurately, and comprehensively apply the new development philosophy, accelerate the establishment of a new development pattern, vigorously promote high-quality development, better coordinate epidemic prevention and control with economic and social development, and better balance development and security. We will deepen reform and opening-up across the board, robustly boost market confidence, organically integrate the strategy of expanding domestic demand with deepening supply-side structural reform, prioritize stabilizing growth, employment, and prices, effectively prevent and defuse major risks, ensure an overall improvement in economic performance, achieve both qualitative improvements and reasonable quantitative growth, and lay a solid foundation for embarking on the comprehensive building of a modern socialist country.

　　The meeting emphasized that, next year, we must prioritize stability while seeking progress within that stability; continue to implement an active fiscal policy and a prudent monetary policy; strengthen coordination among various policies; and optimize COVID‑19 prevention and control measures, thereby forging a concerted effort to promote high-quality development. An active fiscal policy should be strengthened and made more effective; a prudent monetary policy should be precise and forceful; industrial policy should balance development with security; science and technology policy should focus on self-reliance and self-strengthening; and social policy should firmly safeguard the basic living standards of the people. We must work vigorously to expand domestic demand, giving full play to consumption’s fundamental role and investment’s pivotal role. We need to accelerate the building of a modern industrial system, enhancing the resilience and security of industrial and supply chains. We must earnestly uphold the “two unwavering commitments,” bolstering the momentum and vitality of China’s socialist modernization drive. We should advance high‑level opening-up, attracting and utilizing foreign investment with greater intensity. Moreover, we must effectively prevent and defuse major economic and financial risks, ensuring that systemic risks do not materialize.

　　The meeting emphasized the need to strengthen the Party’s overall leadership over economic work, thoroughly study, grasp, and implement the spirit of the 20th National Congress of the Communist Party of China, and improve mechanisms for ensuring the effective implementation of major decisions and deployments of the CPC Central Committee. It called for a commitment to earnest and pragmatic action, unleashing the vitality of the entire society to pursue development and entrepreneurship, and encouraging cadres to take initiative, localities to boldly explore new paths, enterprises to act decisively, and the public to pioneer innovation. Furthermore, it stressed the importance of coordinating efforts to ensure stable supply and prices of essential livelihood goods, safeguarding the reliable provision of coal, electricity, oil, gas, and transportation, attending to the production and living needs of vulnerable groups, guaranteeing timely payment of wages to rural migrant workers, and rigorously advancing workplace safety as well as disaster prevention and mitigation measures, thereby upholding social harmony and stability.

　　The meeting noted that, after ten years of rigorous efforts to ensure strict Party self‑discipline, the fight against corruption has achieved an overwhelming victory and been comprehensively consolidated; however, it is far from being fully accomplished. We must remain acutely aware of and firmly committed to addressing the unique challenges faced by a large party, and maintain unwavering perseverance and steadfast dedication as we continue on this path. We should further strengthen our political resolve to unswervingly advance comprehensive and rigorous Party self‑discipline, uphold throughout the long term a tone of strictness, stringent measures, and a climate of rigor, and carry forward the Party’s great self‑revolution in the new era to its ultimate conclusion. Disciplinary inspection and supervision organs must always stay true to the Party’s original aspiration and mission, faithfully perform the duties entrusted to them by the Party Constitution and the Constitution, resolutely implement the Party’s strategic plans for self‑revolution and its strategic policy of comprehensive and rigorous Party self‑discipline, persistently rectify conduct, enforce discipline, and combat corruption, promote the improvement of the Party and state oversight system, forge an iron‑clad contingent of disciplinary inspection and supervision personnel, and advance high‑quality development of disciplinary inspection and supervision work, thereby providing strong guarantees for fulfilling the Party’s missions and tasks in the new era and on the new journey.

　　The meeting emphasized the need to firmly grasp the overarching principle of fully implementing the spirit of the 20th National Congress of the Communist Party of China, using robust political oversight to safeguard the authority and centralized, unified leadership of the CPC Central Committee, and promptly identifying and resolutely addressing the “seven undesirable practices.” We must persistently strengthen the institutional safeguards established by the CPC Central Committee’s Eight-point Decision on Improving Party and Government Conduct, striking hard at any signs of hedonism and extravagance, rigorously investigating and disciplining violations committed in defiance of these guidelines, and resolutely preventing a resurgence, hidden mutations, or fatigue and complacency. Particular attention should be paid to rectifying formalism and bureaucratism, closely monitoring such problems as escalating requirements at every level, complacency and laxity, arbitrary exercise of power, and failure to assume responsibility or take action, and carrying out targeted, scientifically sound remediation. Disciplinary development must be given an even more prominent position, with stringent standards integrated throughout the entire process of formulating Party regulations, conducting disciplinary education, and enforcing discipline and oversight—ensuring that ironclad discipline is both enforceable and deterrent, while also prompting cadres to reflect deeply and know when to stop. With a spirit of thorough self-revolution, we must wage a protracted and decisive battle against corruption, prioritizing those who have failed to curb their misconduct since the 18th National Congress and have acted with brazen impunity, subjecting them to exhaustive investigations and unwavering punishment. Special focus should be placed on cases where political and economic issues are intertwined, and on deepening efforts to root out corruption in sectors characterized by concentrated power, abundant funding, and rich resources. We must resolutely punish petty corruption that directly affects the people, further eradicating the conditions that give rise to corruption. Finally, we must improve the Party and state supervision system, better leverage the pivotal role of political inspections, and enhance the effectiveness of oversight over principal leaders and leading bodies.

　　Earlier, General Secretary Xi Jinping presided over a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee, where he heard reports on the work of the Central Commission for Discipline Inspection and the National Supervisory Commission, as well as on preparations for the Second Plenary Session of the 20th Central Commission for Discipline Inspection.

　　The meeting agreed to convene the Second Plenary Session of the 20th Central Commission for Discipline Inspection from January 9 to 11 next year.
