In his report to the 20th National Congress, Xi Jinping emphasized upholding the principle of governing the country in accordance with the law in all respects and advancing the building of a law-based China.

Xi Jinping pointed out that governing the country in all respects according to law is a profound revolution in state governance, bearing on the Party’s governance and rejuvenation of the country, on the people’s happiness and well-being, and on the long-term stability of the Party and the nation. It is imperative to give fuller play to the safeguarding role of the rule of law in consolidating fundamentals, stabilizing expectations, and delivering long-term benefits, so as to advance the comprehensive building of a modern socialist country within the framework of the rule of law.

Xi Jinping emphasized that we must steadfastly follow the path of socialist rule of law with Chinese characteristics, build a socialist rule-of-law system with Chinese characteristics, and forge a socialist country under the rule of law. With safeguarding and promoting social fairness and justice as our central focus, we will advance the rule of law in governance, administration, and law enforcement in a coordinated manner; promote the integrated development of a law-based state, a law-based government, and a law-based society; and comprehensively advance scientific legislation, strict law enforcement, impartial administration of justice, and universal compliance with the law, thereby ensuring that all aspects of national work are conducted in accordance with the law.

First, we will improve the socialist legal system with Chinese characteristics, with the Constitution at its core. We will strengthen the implementation and oversight of the Constitution, refine the institutional framework that ensures its full application, and enhance legislation in key areas, emerging fields, and areas involving foreign affairs. We will coordinate domestic rule of law with international rule of law, promote scientific, democratic, and law-based legislation, and integrate the formulation, amendment, repeal, interpretation, and codification of laws, thereby enhancing the systematic, holistic, coordinated, and timely nature of legislative work.

Second, we will steadily advance law-based administration. We will transform government functions, optimize the system of governmental responsibilities and organizational structure, and ensure that institutions, functions, powers, procedures, and responsibilities are enshrined in law, thereby enhancing administrative efficiency and public trust. We will deepen reform of the administrative law enforcement system, comprehensively promote strict, standardized, impartial, and civilized law enforcement, strengthen enforcement efforts in key areas that directly affect the public’s vital interests, improve administrative law enforcement procedures, and refine standards for administrative discretion.

Third, we will ensure strict and impartial administration of justice. We will deepen the comprehensive and coordinated reform of the judicial system, fully and accurately implement the judicial accountability system, and accelerate the development of a socialist judicial system that is fair, efficient, and authoritative, striving to enable the people to experience fairness and justice in every judicial case.

Fourth, we will accelerate the building of a society under the rule of law. We will promote the spirit of socialist rule of law, carry forward China’s fine traditional legal culture, and guide all people to be loyal advocates, conscious adherents, and staunch defenders of socialist rule of law. We will establish a modern public legal service system that covers both urban and rural areas, conduct in-depth legal publicity and education, and strengthen the public’s awareness of the rule of law. We will give full play to the exemplary and leading role of leading cadres, striving to foster throughout society a widespread ethos of respecting, studying, observing, and applying the law.
