At the same time, it is imperative to vigorously implement and institutionalize monitoring and forecasting protocols, accelerate the construction of regional stations within the monitoring network, and actively upgrade and modernize monitoring equipment, so as to enhance the efficiency and effectiveness of grassroots monitoring and survey activities. This will lay a strong foundation, establish a robust platform, and chart a clear path for the leap‑forward development of the monitoring and forecasting sector.
