      On July 13, Yang Zengquan, Deputy Director and First-Level Inspector of the Provincial Department of Agriculture and Rural Affairs, led a team to Hefei to conduct an inspection and oversight mission on the comprehensive management of agricultural non-point source pollution in the Chaohu Basin and on the rectification of prominent agriculture-related ecological and environmental issues.
      Yang Zengquan and his delegation conducted on-site inspections of the Chaohu City Comprehensive Demonstration Zone for Agricultural Nonpoint Source Pollution Control, the environmental improvement site in Pinghu Natural Village, Liujiafan Community, Changlinhe Town, Feidong County, and the effluent treatment facility for aquaculture operated by Anhui Jiuchaochun Ecological Agriculture and Husbandry Technology Co., Ltd., gaining a thorough understanding of the local situation. Fertilizer Pesticide Reduction of chemical inputs, soil-testing and formula-based fertilization, resource utilization of livestock and poultry manure, comprehensive utilization of crop straw, and improvement of the rural living environment, Aquaculture Aquaculture effluent treatment, agricultural mulch film, and Pesticide Progress on the recycling and utilization of packaging waste, among other related efforts. Additionally, a special symposium was convened in Feidong County to conduct an in-depth investigation into the comprehensive management of agricultural non-point source pollution in the Chao Lake Basin and the rectification of prominent agriculture‑related ecological and environmental issues.
      Yang Zengquan pointed out that the Hefei Municipal Party Committee and Municipal Government have attached great importance to, vigorously promoted, and implemented in a dedicated task force the comprehensive management of agricultural non-point source pollution in the Chaohu Basin and the rectification of prominent agriculture-related ecological and environmental issues. They have provided strong guarantees and robust support measures, and adopted diverse, effective, and impactful initiatives, thereby fully recognizing the preliminary achievements attained by Hefei City.
      Yang Zengquan emphasized three key points. First, it is essential to raise our political awareness and stance. All levels of agricultural and rural departments must keep in mind General Secretary Xi Jinping’s earnest instruction to “make Chaohu Lake the finest calling card of Hefei,” and regard the effective management of Chaohu Lake as a concrete manifestation of resolutely upholding the “two establishments” and firmly practicing the “two safeguards.” It is crucial to fully recognize that addressing non-point source pollution in the Chaohu Lake basin is a task that must be completed within a set timeframe, as mandated by the central ecological and environmental inspection and the warning documentary on the ecological environment of the Yangtze River Economic Belt. This is a major issue of paramount importance for the provincial Party committee and provincial government, as well as for the municipal Party committee, municipal government, and leading officials at all levels; it meets the practical needs of economic and social development, is an inevitable requirement for high-quality modern agriculture, and, above all, falls squarely within our responsibility to enhance the people’s sense of happiness. Second, we must ensure the effective implementation of the plans. The Five-Year Special Action Plan for Controlling Agricultural Non-Point Source Pollution in the Chaohu Lake Basin (2021–2025), issued by the Provincial Rural Work Leading Group, and the Implementation Plan for Controlling Agricultural Non-Point Source Pollution in the Chaohu Lake Basin (2022–2025), issued by the Hefei Municipal Rural Work Leading Group, have clearly outlined priority tasks, specific targets, and key measures. In particular, they set forth detailed requirements for the end of 2022, June 2023, and the end of 2025, effectively identifying the root causes and prescribing appropriate remedies. The critical challenge lies in ensuring genuine implementation and tangible results—carefully reviewing each item, comparing it against established benchmarks, conducting a thorough inventory, and filling any gaps. We must proceed step by step, tackling one measure after another, and pressing forward battle by battle. Third, we must prioritize key areas. Pollution control in the agricultural and rural sectors encompasses 11 specific tasks, namely… Fertilizer Pesticide “Two reductions” and the “dual utilization” of straw and manure, agricultural film Pesticide “Two‑way recycling” of packaging waste, “two‑fold improvements” in rural living environments and aquaculture effluent treatment, “dual coverage” of soil‑testing‑based fertilization and remediation of contaminated farmland, and the Yangtze River’s ten‑year fishing ban—on all these fronts, we must step up with a sense of responsibility and take decisive action. Fourth, we must vigorously integrate resources: coordinate agricultural nonpoint‑source pollution control with other pollution‑remediation efforts; pool the strengths of the Provincial Chaohu Lake Administration and local authorities; and mobilize the combined forces of all sectors and departments. We must ensure that the data we provide are comprehensive, the documentation reliable, and the logic clear, so as to complete the Chaohu Lake nonpoint‑source pollution‑control program on schedule, to the required standards, and with the expected quality—thereby putting the “Two Upholds” into practice through concrete actions and tangible results, and welcoming the successful convening of the 20th National Congress of the Communist Party of China.
      Hefei Vice Mayor He Fengyang, the Deputy Secretary-General of the Municipal Government, responsible officials from the Feidong County Party Committee and County Government, principal officials from relevant departments under the Department, as well as key officials from the Provincial Chaohu Administration, the Hefei Municipal Bureau of Agriculture and Rural Affairs, the Bureau of Ecology and Environment, the Supply and Marketing Cooperative, and the agricultural and rural affairs bureaus of Feixi County, Feidong County, Chaohu City, Changfeng County, and Lujiang County, attended the briefing or accompanied the field inspection.
