The Ministry of Emergency Management has fully launched the 2022 expert guidance service for safety rectification and improvement in chemical industrial parks.

To earnestly implement the requirements set forth in the “National Plan for Concentrated Governance of Safety Risks Associated with Hazardous Chemicals” and to advance the in-depth remediation and upgrading of chemical industrial parks, thereby effectively mitigating major safety risks in these areas, the Ministry of Emergency Management recently launched a comprehensive expert guidance service for the 2022 safety remediation and upgrading of chemical industrial parks.
Expert guidance services emphasize both inspection and advisory support, drawing on specialists from planning, safety, fire protection, emergency management, and information technology. Through training sessions, on-site inspections, issue feedback, and follow-up oversight of corrective actions, these services provide phased assistance to chemical industrial parks with a high concentration of enterprises, thereby helping to enhance the intrinsic safety levels of such parks.
Expert guidance services, in accordance with the requirements of documents such as the “Guidelines for Identifying and Addressing Safety Hazards in Chemical Industrial Parks,” the “Safety Risk Assessment Form for Chemical Industrial Parks,” and the “Interpretation of the ‘Ten Essentials and Two Prohibitions’ for Safety Rectification and Enhancement in Chemical Industrial Parks,” focus on verifying the safety risk levels of chemical industrial parks, promoting the implementation of the “Ten Essentials and Two Prohibitions” rectification and enhancement measures, strengthening the development of safety regulatory capacity, intensifying on-site demonstration, guidance, and training, accelerating the execution of all tasks related to the centralized management of hazardous chemical safety risks, and establishing long-term mechanisms.
In 2021, the Ministry of Emergency Management provided expert guidance to 39 chemical industrial parks across 15 provinces, identifying a total of 428 potential hazards and issuing 513 tailored remediation and improvement recommendations—“one park, one plan.” It also recommended downgrading the management classification of 15 parks and urged local authorities to strengthen safety risk control. Currently, the six expert teams conducting the first round of 2022 expert guidance have been dispatched to Anhui, Jiangxi, Henan, Hubei, Guizhou, Shaanxi, and other regions to carry out their advisory work.
