Six ministries and commissions have jointly issued a document concerning the construction standards and certification management of chemical industrial parks.

Recently, six ministries and commissions, including the Ministry of Industry and Information Technology and the Ministry of Natural Resources, jointly issued the “Standards for the Construction of Chemical Industrial Parks and Measures for Their Accreditation (Trial).”

The Measures comprise five chapters—General Provisions, Construction Standards, Park Accreditation, Park Management, and Supplementary Provisions—totaling 26 articles. They aim to further standardize the construction and accreditation management of chemical industrial parks and to enhance their levels of safe and green development.

The construction standards for chemical industrial parks encompass 12 requirements, including management structure, site selection and layout, industrial planning, safety and environmental protection, and hazardous waste management.

The criteria for park designation comprise three provisions. The Measures stipulate that the designation of chemical industrial parks shall be the responsibility of the provincial people’s government or an agency authorized by it.

The management of chemical industrial parks encompasses five key provisions. The Measures stipulate that chemical industrial parks that have not obtained official designation may not undertake new construction or expansion projects, except for initiatives related to safety, environmental protection, energy conservation, and intelligent upgrading. Furthermore, in accordance with applicable laws and regulations, appropriate measures must be taken to rectify or close non‑designated parks, as well as to oversee and handle the operations of enterprises within those parks.

The Measures stipulate that newly established chemical industrial parks shall be approved by the people’s government at or above the provincial level, or by an agency authorized by such government; the undertaking of chemical projects included in national or local relevant plans shall require the consent of the provincial people’s government or an agency authorized by it; and prior to commissioning, the chemical industrial park must pass the designated certification process.

The Measures also stipulate that chemical industrial parks shall regularly conduct self-assessments and re‑evaluations. Parks that fail the re‑evaluation, or that experience major or more serious production safety accidents or sudden environmental incidents, shall be required to implement corrective measures within a prescribed time limit in accordance with applicable laws and regulations. During the rectification period, procedures for new, renovated, or expanded chemical projects shall be suspended (except for projects involving safety, environmental protection, energy conservation, and intelligent transformation). If, upon expiration of the deadline, the park still fails to meet the requirements, its designation as a chemical industrial park shall be revoked.
