The Ministry of Agriculture and Rural Affairs has implemented end-to-end electronic approval for certain matters related to pesticide registration.

Recently, the Pesticide Management Division of the Ministry of Agriculture and Rural Affairs issued a notice on implementing fully electronic approval for certain matters related to pesticide registration. The notice reads as follows:

To the Departments (Bureaus, Commissions) of Agriculture and Rural Affairs (Agriculture and Animal Husbandry) of all provinces, autonomous regions, and municipalities directly under the central government, and to the Bureau of Agriculture and Rural Affairs of the Xinjiang Production and Construction Corps:

In accordance with the requirements of Announcement No. 492 issued by the Ministry of Agriculture and Rural Affairs of the People’s Republic of China, effective December 1, 2021, four types of licensing matters—re‑approval of pesticide labels, changes in the holder of a pesticide registration certificate, reissuance and correction of registration certificates, and addition of registration information—will be processed entirely through an electronic approval system, eliminating the need to submit paper application forms or supporting documents. To ensure the smooth implementation of this fully electronic approval process, all provincial agricultural and rural affairs departments are requested to promptly notify pesticide manufacturers within their jurisdictions and guide them in submitting online applications in compliance with the relevant requirements; industry associations are also encouraged to assist in providing related information services. The pertinent matters are hereby notified as follows.

I. Application Receiving Platform

Applicants may submit their applications and upload electronic versions of the required documents through the Ministry of Agriculture and Rural Affairs’ Government Service Platform (hereinafter referred to as the “Platform”).

II. Requirements for the Electronic Format

The uploaded electronic application form and supporting documents must be in PDF format; each individual file must not exceed 50 MB, while there is no limit on the number of electronic files submitted. For documents containing seals, signature pages, or original certificates, color scans are required.

III. Other Requirements

(1) Regarding the Change of Pesticide Registration Certificate Holder

1. For changes involving cross-provincial administrative regions, the opinions of the provincial agricultural and rural affairs authorities of both the receiving and transferring jurisdictions shall be scanned into a single document.

2. The applicant shall return the original registration certificate to the Administrative Service Hall of the Ministry of Agriculture and Rural Affairs. Upon receipt of the original certificate, the Administrative Service Hall will commence processing the application; if the application is approved, a new pesticide registration certificate will be issued.

(II) Regarding the Re-approval of Labels

1. The applicant shall complete all required label information on the “Platform”;

2. For products that have not yet been issued an electronic label, a PDF scan of the original approved label shall be submitted in the “Other Supporting Documents” section.

(III) Regarding the Reissuance and Correction of Registration Certificates

For applications to amend registration certificates pertaining to label-related matters—such as toxicity classification or pesticide name—the applicant shall submit a request for amendment of the pesticide registration. Our department will simultaneously revise both the registration certificate and the label and issue the corresponding notice.

(4) Regarding the Addition of Pesticide Registration Information

This refers to adding information to the pesticide registration database. The added information includes: a new applicant name, a new active ingredient, a new formulation, a new crop, and a new target pest or disease. The following documents shall be submitted through the platform: the application form and relevant supporting materials.
