　　On November 25–26, Tang Renjian, Director of the Central Rural Work Office and Party Secretary and Minister of the Ministry of Agriculture and Rural Affairs, chaired an expanded study-and-exchange session of the Ministry’s Party Leadership Group Theoretical Study Center, as well as a briefing on the spirit of the Sixth Plenary Session of the 19th CPC Central Committee. The meeting emphasized that studying and implementing the spirit of the Sixth Plenary Session must be regarded as a major political task for the present and the period ahead; it is essential to deeply understand and grasp the essence and core principles of the session, strengthen ideological, political, and practical awareness in carrying out “agriculture, rural areas, and farmers” work in the new era, and systematically plan and steadily advance next year’s agricultural and rural work. All efforts should be made to study the spirit thoroughly and faithfully, align it with actual conditions to formulate sound plans, and ensure its effective implementation, thereby achieving outstanding results in welcoming the successful convening of the 20th National Congress of the Communist Party of China.
　　The meeting concluded that the Sixth Plenary Session of the 19th CPC Central Committee, centered on the overarching theme of the Party’s major achievements and historical experience over the past century, has clearly addressed the fundamental question of why the Communist Party of China was able to succeed in the past and how it can continue to succeed in the future. It possesses profound historical insight, strong ideological guidance, powerful political mobilization, and a compelling sense of the times. We must thoroughly study and grasp the core essence and practical requirements of the Sixth Plenary Session, deeply appreciate the decisive significance of the “two establishments” for the development of the Party and the country in the new era and for advancing the historic process of the great rejuvenation of the Chinese nation, and remain steadfastly loyal to, supportive of, safeguarding, and defending the core. We should also gain a deep understanding of the theoretical innovations embodied in the “three leaps,” comprehensively and systematically study and internalize Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and further deepen our study, comprehension, application, and effective implementation of General Secretary Xi Jinping’s important expositions on “agriculture, rural areas, and farmers” work. Moreover, we must fully recognize the major achievements of the “four historical periods,” fully appreciate the strategic position and historical mission of agriculture, rural areas, and farmers within the context of the “two overarching situations,” and accurately define their historical positioning in the new era. Finally, we must deeply understand the invaluable experiences encapsulated in the “ten persistent principles,” which serve as the fundamental guidelines for comprehensively promoting rural revitalization and accelerating the modernization of agriculture and rural areas, using history as a mirror to ensure that the course of agricultural and rural development remains steady and on track.
　　The meeting noted that next year will mark the convening of the 20th National Congress of the Communist Party of China, serve as a pivotal year for carrying forward the 14th Five-Year Plan, and be a critical year for the comprehensive implementation of the rural revitalization strategy, making agricultural and rural work of particular significance. It is essential to earnestly implement the spirit of the Sixth Plenary Session of the 19th CPC Central Committee, thoroughly assess the difficulties, problems, risks, and challenges ahead, and systematically plan next year’s agricultural and rural work. Adhering to the overarching principle of seeking progress while maintaining stability, we must focus on the strategic positioning of “ensuring supply and safeguarding security, revitalizing agriculture and smoothing circulation,” and prioritize key tasks in the areas of “supply assurance, connectivity, fishing bans, infrastructure development, critical bottlenecks, and reform.” We must firmly uphold the two bottom lines—ensuring national food security and preventing large-scale relapse into poverty—while advancing steady expansion of grain‑production acreage and capacity, stable strengthening of industrial foundations and improved economic returns, measured progress in rural development with enhanced quality, and sustained momentum in increasing farmers’ incomes with long-term prospects. In doing so, we will ensure that all tasks are carried out in a solid and effective manner.
　　The meeting emphasized the need to do everything possible to stabilize grain production, expedite the issuance of supporting assessment measures for the Party‑government joint responsibility system on food security, improve mechanisms to safeguard farmers’ incomes from grain cultivation, strengthen guidance and services, vigorously implement disaster prevention and mitigation efforts, and ensure the timely sowing of late‑planted crops. We will earnestly reinforce and refine rural governance, accelerate the replication of proven approaches such as checklist‑based management, points‑based systems, and digital governance, and bolster exemplary leadership and pilot projects. Furthermore, we will deepen rural reform in the new stage by conducting comprehensive planning and top‑level design, and by focusing precisely and meticulously on key areas of reform.
　　The meeting emphasized that, in studying and implementing the spirit of the Sixth Plenary Session of the 19th CPC Central Committee, we must ensure that learning is put into practice, cultivating a pioneering and innovative spirit and a strong drive for concrete, results‑oriented work, thereby comprehensively enhancing the quality and efficiency of our efforts. In planning, we should think further ahead and delve more deeply, strengthening the formulation of agricultural and rural policies with a focus on practicality and effectiveness, and equipping them with specific measures, platforms, mechanisms, and vehicles for implementation. In execution, we must maintain tight oversight and ensure thorough, tangible results, boosting our initiative and the capacity to deliver on commitments, so as to act swiftly and decisively when opportunities arise. Officials from the Central Guidance Group No. 22 for Party History Study and Education, as well as representatives from the CPC Central Committee and State Organs Work Committee, attended the meeting to provide guidance. Also present were responsible officials from the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at the Ministry, and from the Agricultural and Water Resources Audit Bureau of the National Audit Office.
