In accordance with the Regulations on the Prevention and Control of Crop Pests and Diseases and other relevant laws and regulations, in order to strengthen the management of professional pest and disease control service organizations and to standardize their operations, the Ministry of Agriculture and Rural Affairs has formulated the Measures for the Administration of Professional Pest and Disease Control Services for Crops, which are hereby promulgated and shall take effect.
Administrative Measures for the Professional Control and Management of Crop Pests and Diseases
Article 1: In order to strengthen the management of specialized pest and disease control service organizations, standardize their operations, enhance the capacity of socialized plant protection services, and improve the system for the prevention and control of crop pests and diseases, in accordance with the Biosecurity Law of the People’s Republic of China and the Regulations on the Prevention and Control of Crop Pests and Diseases, … Pesticide This Measures is formulated in accordance with the Regulations on Administration and other relevant laws and regulations.
Article 2: For the purposes of these Measures, “professional pest and disease control services for crops” (hereinafter referred to as “professional control services”) means the provision of pest and disease control services for crops by professional service organizations to agricultural producers.
Article 3: The agricultural and rural affairs authorities of people’s governments at or above the county level shall strengthen the management of specialized pest control service organizations and provide them with technical training, guidance, and services to standardize their operations. Specific tasks shall be undertaken by plant protection agencies affiliated with the agricultural and rural affairs authorities of people’s governments at or above the county level (hereinafter referred to as “plant protection agencies”).
Article 4: The agricultural and rural affairs authorities of people’s governments at or above the county level shall support specialized pest control service organizations in providing professional pest control services through government procurement of services, financial subsidies, material assistance, and other measures.
Article 5: Specialized pest control service organizations shall be subject to the administration of the agricultural and rural affairs authorities and their affiliated plant protection institutions, and shall cooperate with the work of crop disease and pest control carried out by people’s governments at all levels and relevant departments.
Article 6: Specialized pest control service organizations shall possess appropriate facilities and equipment, qualified technical personnel, field operators, and standardized management systems.
Field operators of specialized pest control service organizations shall be able to accurately identify crop diseases and pests in their service areas and possess a thorough understanding of… Pesticide Professional knowledge regarding scope of application, application methods, safety intervals, and field‑work safety precautions; proper operation of pesticide‑application equipment; and the use of products related to the control and management of crop diseases and pests.
Article 7: County-level plant protection agencies shall establish and maintain records for professional pest control service organizations, implement dynamic management, and keep abreast of their basic information as well as their annual service delivery activities within the local area.
Plant protection agencies shall establish an information-based service management platform to facilitate the registration and submission of the following information by professional pest control service providers:
(1) Registration certificates (for legal persons) that must be obtained in accordance with applicable laws and regulations;
(2) Facilities and equipment, the number of field workers, daily operational capacity, service coverage, operating hours, and other relevant details.
Article 8: Plant protection agencies at or above the county level shall conduct regular technical training for professional pest control service organizations.
Professional pest control service organizations shall regularly organize field workers and other personnel to participate in technical training.
Article 9: When the agricultural and rural affairs authorities of people’s governments at or above the county level, together with their affiliated plant protection institutions, procure services from specialized pest control service organizations, they shall comprehensively consider the following criteria and select the service provider through fair competition based on merit:
(1) Having been registered with the relevant authorities and having obtained legal person status;
(2) Possess a fixed business premises and material storage facilities that meet safety requirements;
(3) Possess a certain number of field workers who have completed training and are qualified;
(4) Possess the requisite capacity for field operations on a daily basis;
(5) Possesses sound management systems for personnel administration, service contract management, field operations, and record-keeping, with no adverse credit history.
Article 10: When people’s governments at or above the county level and their agricultural and rural affairs authorities organize emergency prevention and control efforts, specialized pest control service organizations shall, in accordance with the law, provide cooperation and participate in an orderly manner.
Article 11: Specialized pest control service organizations shall enter into a service contract with the client or agree upon a service plan, and shall carry out pest control services in accordance with such contract or plan.
Plant protection agencies, in response to the requirements of specialized pest control service organizations, provide information on the occurrence of diseases and pests and offer technical guidance on prevention and control.
Article 12: Use by specialized pest control service organizations Pesticide At that time, one shall comply with the relevant national regulations. Article 13: When a specialized pest control service organization carries out operations involving safety risks, it shall set up warning signs in the relevant areas to prevent poisoning and casualties among humans and livestock.
Professional pest‑control service organizations shall, in accordance with national regulations, pay workers’ compensation insurance premiums for field workers. Such organizations are encouraged to arrange personal accident insurance for field workers. They must also provide field workers with the necessary protective equipment. Field workers, for their part, shall take appropriate personal protective measures.
Article 14: When specialized pest control service organizations conduct aerial spraying operations, they shall delineate the operational area and issue advance notice of the scope, timing, types of pesticides to be applied, and relevant precautions, in order to prevent pesticide damage and poisoning incidents involving humans and livestock.
Where a flight plan or filing procedures are required, they shall be handled in accordance with relevant national regulations.
Article 15: Specialized pest control service organizations shall ensure the safe storage and transportation. Pesticide and relevant preventive and control supplies, handle them properly Pesticide Packaging waste—prevent the contamination of the environment by toxic and hazardous substances.

Article 17: If a specialized pest control service organization violates the provisions of these Measures, it shall be subject to the penalties prescribed in Article 42 of the Regulations on the Prevention and Control of Crop Pests and Diseases. Article 18: When a specialized pest control service organization and its client have a service dispute, the local plant protection authorities at or above the county level shall facilitate dispute mediation and assist the relevant departments in handling the matter.
Article 19: Local plant protection agencies at all levels shall be responsible for organizing assessments of the service capabilities, service quality, and effectiveness of professional pest control service providers, and may publicly promote those providers that adhere to standardized practices and enjoy a good reputation.
Article 20 This Measures shall come into force on May 1, 2021. The “Measures for the Administration of Specialized and Unified Prevention and Control of Crop Pests and Diseases,” issued by the former Ministry of Agriculture on August 1, 2011, shall be repealed simultaneously.
