Timeline for Achieving Zero Outstanding Tasks under the Three-Year Special Rectification Plan for Hazardous Chemical Safety

At the recently held national video conference on the safety supervision of hazardous chemicals, the Ministry of Emergency Management once again emphasized the need to press ahead with the three-year special campaign to enhance hazardous‑chemical safety, thereby creating a favorable safety environment for a strong start to the 14th Five-Year Plan. To help localities more effectively achieve zero outstanding tasks under the three-year action plan, we have now compiled and summarized the “Implementation Plan for the Three-Year Special Campaign on Hazardous Chemical Safety,” outlining its key tasks and corresponding timelines for reference by governments at all levels and enterprises.
　　The inaugural year of the 2020 campaign
　　Governments at all levels shall formulate action plans for their respective regions, clarify objectives and tasks, refine implementation measures, and advance various targeted remediation campaigns. They shall conduct comprehensive inspections to identify safety risks and hazards, establish two lists—one of identified problems and hazards, and the other of institutional and procedural measures—and ensure that these targeted remediation efforts yield initial results.
　　2021: The Year of Focused Efforts
　　In response to key and difficult issues, we will vigorously advance corrective measures through on-site progress meetings and targeted remediation efforts. For enterprises with serious problems that continue to fail to meet safety requirements even after rectification, we will resolutely order their closure and exit in accordance with the law, thereby significantly enhancing the capacity for managing and controlling safety risks associated with hazardous chemicals.
　　2022: The Year of Consolidation and Enhancement
　　All regions, relevant departments, and pertinent central enterprises shall promptly summarize and analyze the progress of the special rectification campaign, vigorously promote best practices in the safe management of hazardous chemicals, and promptly formulate and disseminate institutionalized outcomes.

　　Key tasks to be completed by the end of 2020
