| On June 4, the Crop Production Management Department of the Ministry of Agriculture and Rural Affairs issued a notice. to solicit public comments on the "List of Category I Crop Pests and Diseases"; fall armyworm and 15 other crop pests and diseases were included in the draft list for public comment.

Pear fire blight Attachment 2 Basis for Determining Category I Crop Pests and Diseases According to Articles 4, 6 and 25 of the Regulations on the Prevention and Control of Crop Pests and Diseases, the following four aspects are the main considerations for listing as Category I pests and diseases: 1. Wide occurrence: having characteristics of cross-regional migratory flight, epidemic spread, sudden outbreaks, and quarantine significance; especially when the annual affected area or potential threatened area exceeds 20 million mu. 2. Severity of damage: in severe outbreak years, yield losses or potential yield losses reach 30% or more. 3. Social concern: matters related to food security, industry security, poverty reduction and income increase, and social stability. 4. Difficulty of prevention and control: outbreaks are difficult to control effectively and in a timely manner by agricultural producers or local governments alone, requiring coordination, guidance and organized control by the Ministry of Agriculture and Rural Affairs.
