June 4, Department of Crop Production Management, Ministry of Agriculture and Rural Affairs Issue a notice Public comments are being solicited on the “List of Class I Crop Pests and Diseases,” with 16 species, including the fall armyworm, included in the draft list.

The notice states that, in order to strengthen the categorized management of crop diseases and pests, and in accordance with the relevant provisions of the Regulations on the Prevention and Control of Crop Diseases and Pests, a draft “List of Class I Crop Diseases and Pests” has been prepared. Public comments are now being solicited. The public may submit their feedback through the following channels and methods:

Criteria for Identifying a Category of Crop Pests and Diseases

In accordance with Articles 4, 6, and 25 of the Regulations on the Prevention and Control of Crop Pests and Diseases, the following four considerations have been taken into account, leading to their classification as Category I pests and diseases:

First, its widespread occurrence. It is characterized by transregional migratory behavior, epidemic potential, sudden onset, and quarantine significance, particularly when the annual affected area or the area under potential threat exceeds 20 million mu.

Second, the severity of the damage: In years when the pest reoccurs, yield losses or potential yield losses exceed 30%.

Third, it is a matter of public concern. It bears on food security, industrial security, poverty alleviation and income growth, and social stability.

Fourth, the difficulty of prevention and control. Relying solely on agricultural producers or local governments makes it challenging to promptly and effectively contain outbreaks; coordinated guidance and organized response efforts from the Ministry of Agriculture and Rural Affairs are essential.
