To the Departments (Bureaus, Commissions) of Agriculture and Rural Affairs (or Animal Husbandry and Veterinary Medicine) of all provinces, autonomous regions, and municipalities directly under the central government, and to the Bureau of Agriculture and Rural Affairs of the Xinjiang Production and Construction Corps: In accordance with the relevant provisions of the Measures for the Administration of Pesticide Registration, the Requirements for Pesticide Registration Data, and the Work Plan for Accelerating the Improvement of China’s Pesticide Residue Standards System (2015–2020), and in order to standardize temporary-use measures for specialty minor‑crop varieties, facilitate the registration of pesticides for these crops, and ensure that dietary risks remain under control, our agency has, following extensive field surveys, expert reviews, residue validation studies, and public consultation, formulated the “Technical Indicators for Controlling Pesticide Residue Risks in Specialty Minor‑Crop Varieties.” The relevant matters are hereby notified as follows. I. Scientifically formulate temporary pesticide-use measures for specialty minor crops. When developing such measures, local authorities should take into account the specific pest and disease‑control needs of their regions and may select temporary-use products within the scope of the “Technical Indicators for Risk Control of Pesticide Residues in Specialty Minor Crops.” They must conduct the necessary tests on crop safety and target‑organism efficacy, and strictly adhere to recommended guidelines regarding application rates, frequency of applications, and pre‑harvest intervals, thereby ensuring that risks associated with pesticide residues remain under control. II. Actively promote the registration of pesticides for specialty minor crops. When pesticide manufacturers apply for registration to expand the scope of use in accordance with the “Requirements for Registration Data on Pesticides for Specialty Minor Crops,” they may be exempted from submitting the corresponding residue‑testing data, provided that the pesticide product, target crops, application rates, number of applications, application methods, and pre‑harvest intervals all comply with the requirements set forth in the “Technical Indicators for Controlling Pesticide Residue Risks in Specialty Minor Crops.” III. Strengthen guidance on the safe use of pesticides. Local authorities shall provide thorough guidance and training on the safe application of registered and temporarily approved pesticides for specialty minor crops, enhance monitoring of usage risks, and promptly address any identified safety concerns while reporting them to our company.
