　　On March 6, the Hefei Municipal Emergency Management Bureau issued a notice stating that Anhui Fengle Agrochemical Co., Ltd. experienced an accident during construction of the “tail-gas recovery tower for the three-effect wastewater treatment facility,” resulting in one fatality and one minor injury. The notice indicated that the incident highlighted the company’s weak safety awareness and its failure to rigorously implement its primary responsibility for workplace safety as well as the safety requirements for resuming production during the COVID‑19 pandemic.
　　The incident occurred within the Hefei Circular Economy Demonstration Park in Cuozhen Town, Feidong County, Hefei City. At approximately 4:20 p.m. on March 4, Anhui Fengle Agrochemical Co., Ltd. was carrying out construction on the “tail-gas recovery tower of the three-effect wastewater treatment facility.” While three workers from the contracted subcontractor were performing steel‑structure welding atop a steel framework more than five meters high and on scaffolding, the tail‑gas absorption unit of an adjacent wastewater‑treatment system exploded, causing the workers to fall from height. One person died after resuscitation efforts failed, and another sustained minor injuries.
　　Preliminary investigations indicate that the worker performing work at height was not wearing a safety harness and failed to conduct welding operations in accordance with regulations. Furthermore, the company involved in the accident did not carry out risk assessments for hot‑work activities within the wastewater treatment plant and failed to strictly enforce safety management procedures for both work at height and hot‑work operations. The detailed cause of the accident is currently under investigation.
　　In its briefing, the Hefei Municipal Emergency Management Bureau emphasized that the city is currently at a critical stage in COVID‑19 prevention and control, while enterprises are steadily and orderly resuming work and production. This accident has highlighted the weak safety awareness of the companies involved, as well as their failure to fully implement their primary responsibility for workplace safety and to comply with the requirements for safe resumption of operations during the epidemic response, sounding an urgent alarm for all levels and departments across the city.
