　On March 10, the Ministry of Agriculture and Rural Affairs convened a video conference on combating counterfeit agricultural inputs during the 2020 spring plowing preparation period. Vice Minister Yu Kangzhen emphasized the need to implement General Secretary Xi Jinping’s important instructions on spring agricultural production, rigorously and meticulously carry out efforts to crack down on counterfeit agricultural inputs this spring, and promptly launch the “Spring Thunder” campaign to ensure smooth preparations for spring farming.
　　The meeting noted that, due to the impact of the COVID‑19 pandemic, spring agricultural production this year has encountered numerous new circumstances and challenges. As agricultural inputs are the foundation of agricultural production, it is essential to remain problem‑oriented, act proactively, and promptly launch the “Spring Thunder” campaign to combat counterfeit agricultural inputs in preparation for spring plowing. Key priorities include conducting thorough hazard inspections, carrying out targeted supervisory spot checks, enforcing the law and handling cases, streamlining the approval and market access process for agricultural products, intensifying public awareness campaigns to help farmers identify and avoid fake or substandard inputs, and organizing initiatives to bring safe, reliable agricultural inputs to rural areas and villages. The campaign will focus on investigating and prosecuting high‑profile, major cases, dismantling illegal operation hubs, severely punishing offenders, and publicly exposing a number of exemplary cases—effectively launching a sweeping crackdown on counterfeit and substandard agricultural inputs and delivering a decisive blow to those who manufacture and sell them.
　　The meeting emphasized that agricultural and rural departments at all levels must act swiftly and with full commitment, providing robust support for the crackdown on counterfeit agricultural inputs through strengthened organizational leadership, rigorous accountability, enhanced capacity-building, and a shift in work style.
　　The meeting was chaired by Ma Aiguo, Chief Agronomist of the Ministry of Agriculture and Rural Affairs. Agricultural and rural departments from five provinces—Heilongjiang, Jiangsu, Zhejiang, Shandong, and Gansu—delivered model presentations at the event. The meeting also reported on typical cases of counterfeit agricultural input enforcement in 2019.
