“China remains a developing country, and farmers and rural migrant workers still account for a substantial share of the population. We must ensure that the food supply for our 1.4 billion people is firmly in our own hands,” Premier Li Keqiang said at the State Council Executive Meeting on February 18. “At present, we are in a critical phase of epidemic prevention and control, as well as a crucial period for preparing for spring plowing—time waits for no one.”

The Premier stated that although large-scale spring plowing nationwide typically begins in March, in southern regions it gets underway as early as late February. In addition, measures to accelerate the recovery of hog production will be implemented, with the scope of interest subsidies for farm loans expanded from operations producing more than 5,000 hogs annually to those producing at least 500 hogs annually.

Premier Li Keqiang called for strengthened prevention and control of major pests and diseases, enhanced monitoring, and thorough preparedness. He also emphasized the need to reinforce measures to prevent and control major animal epidemics such as highly pathogenic avian influenza and African swine fever.

“Agricultural production has now entered a critical phase; the necessary policies must be rolled out promptly, while also building up a robust policy reserve,” Premier Li Keqiang urged. “While maintaining rigorous epidemic prevention and control, we must firmly enforce local responsibilities, expedite preparations for spring plowing, ensure that farming schedules are not delayed, and secure a bumper summer grain harvest.”
