    The “Guidance Catalogue for Industrial Structure Adjustment (2019 Edition)” has been released. Which categories of pesticides and production processes will be encouraged or phased out?

    The National Development and Reform Commission of the People’s Republic of China recently promulgated the “Guidance Catalogue for Industrial Structure Adjustment (2019 Edition),” which will take effect on January 1, 2020. At the same time, the “Guidance Catalogue for Industrial Structure Adjustment (2011 Edition) (Revised)” is hereby repealed. The “Guidance Catalogue for Industrial Structure Adjustment (2019 Edition)” comprises three categories: encouraged, restricted, and eliminated. The sections pertaining to pesticides and the chemical industry are as follows:

     
    Encouraged Category
    Agriculture and Forestry:
     
    1. Feed, feed additives, and fertilizers that have obtained the Green Food Production Input Mark, Pesticide Development of high-quality, safe, and environmentally friendly agricultural inputs, such as veterinary drugs, as well as food additives permitted for use in the production of green foods.
    2. Development and Application of Agricultural Biotechnology
    3. Development and application of monitoring technologies for harmful elements in pollution-free agricultural products and their production environments
    4. Development and application of technologies for the harmless treatment of organic waste and the industrialization of organic fertilizers
    5. Digital Transformation of Agricultural Production and Smart Agriculture Projects
    6. Digital Rural Development and the Information-to-Villages-and-Every-Household Project
    7. “Internet Plus” Project for Bringing Agricultural Products from Villages into Cities
     
    Petrochemicals:
     
    1. Ion-exchange‑based bisphenol A plants with a capacity of 100,000 tonnes per year or more; direct oxidation‑based propylene oxide plants with a capacity of 150,000 tonnes per year or more; co‑oxidation‑based propylene oxide plants with a capacity of 200,000 tonnes per year or more; nitrile production facilities with a capacity of 10,000 tonnes per year or more; and the development and application of technologies for producing aliphatic isocyanates at the 10,000‑tonne‑per‑year scale.
    2. Production of high-quality potassium fertilizers, as well as various specialized fertilizers, water-soluble fertilizers, liquid fertilizers, micronutrient and mesoelement fertilizers, nitrate-based fertilizers, and controlled-release fertilizers; development and application of technologies for the comprehensive utilization of phosphogypsum.
    3. Development and production of new pesticide varieties, novel formulations, specialized intermediates, and adjuvants that are efficient, safe, and environmentally friendly; synthesis of chiral and stereoisomeric pesticides via targeted synthetic approaches; and the development and manufacturing of new biopesticide products and technologies.

(Bag Including oxydemeton‑methylphosphonate, isocarbophos, methyl parathion, phorate, terbufos, chlorpyrifos‑methyl, methyl bromide, methomyl, aldicarb, carbofuran, sodium diphacinone, diphacinone, warfarin, brodifacoum, bromadiolone, bromethalin, botulinum toxin, buprofezin, fenamidophos, aluminum phosphide, organochlorine and organotin insecticides, mancozeb‑type fungicides, sodium (or potassium) nitrophenolate, chlorsulfuron, amidosulfuron, metsulfuron‑methyl, and others. ) Production unit  
    2. New production facilities for glyphosate, chlorpyrifos (excluding the aqueous-phase process), triazophos, paraquat, chlorothalonil, avermectin, imidacloprid, acetochlor (excluding the methylene‑based process), and chloropicrin.
     
    Phase-out category
     
    Note: The year in parentheses after each entry indicates the phase-out deadline. For example, “phase-out by December 31, 2020” means that the item must be phased out no later than December 31, 2020; the same applies to other cases. For entries with a specified phase-out plan, phasing out shall proceed in accordance with that plan. Entries without a stated phase-out deadline or plan are subject to mandatory phase-out under national industrial policy or require immediate phase-out.
     
    Outdated production processes and equipment
     
    Agriculture and Forestry:
     
    1. Soil fumigation with methyl bromide prior to planting
     
    Petrochemicals:
     
    1. Sodium‑based paraquat production process; trichlorfon‑based dichlorvos production process; manual packaging (filling) processes and equipment for small‑package pesticide products (1 kg or less); Raymond mill‑based production of powdered pesticides; and a facility for producing pentachlorophenol (sodium) using hexachlorobenzene as the raw material.
     
    Outdated product
     
    Petrochemicals:
     
    1. Highly toxic pesticide products: BHC, ethylene dibromide, daminozide, dichlobenil, chlorophenoxyacetic acid, chlordimeform, tetramine, fluoroacetamide, sodium fluoroacetate, dibromochloropropane, trichlorfon (Suhua 203), phosmet, glyphosate, silico‑fluoride, methyl parathion, parathion, methyl parathion, monocrotophos, thiophosphorus (ethyl thiophosphorus), cacodylic acid, cacodylate, and all arsenic‑based, mercury‑based, and lead‑based formulations; 10% aqueous solution of glyphosate; methyl thiophosphorus; calcium phosphide; zinc phosphide; benfuracarb; dipterex; magnesium phosphide; thiophosphorus; fly poison; trichlorfon; terbufos; and dicofol.

    2. Products to be phased out in accordance with the national overall plan for implementing international conventions: chlordane, heptachlor, methyl bromide, DDT, hexachlorobenzene, mirex, lindane, toxaphene, aldrin, dieldrin, endrin, endosulfan, fluometuron, chlordecone, alpha‑hexachlorocyclohexane, beta‑hexachlorocyclohexane, polychlorinated biphenyls, pentachlorobenzene, hexabromobiphenyl, tetrabromodiphenyl ether and pentabromodiphenyl ether, hexabromodiphenyl ether and heptabromodiphenyl ether, hexabromocyclododecane (restricted for specific exempted uses), and perfluorooctanesulfonic acid, its salts, and perfluorooctanesulfonyl fluoride (restricted for acceptable uses).
