The “Guidance Catalogue for Industrial Structure Adjustment (2019 Edition)” has been released. Which categories of pesticides and production processes will be encouraged or phased out?

The National Development and Reform Commission of the People’s Republic of China recently promulgated the “Guidance Catalogue for Industrial Structure Adjustment (2019 Edition),” which will take effect on January 1, 2020. At the same time, the “Guidance Catalogue for Industrial Structure Adjustment (2011 Edition) (Revised)” is hereby repealed. The “Guidance Catalogue for Industrial Structure Adjustment (2019 Edition)” comprises three categories: encouraged, restricted, and eliminated. The sections pertaining to pesticides and the chemical industry are as follows:

3. Development and application of monitoring technologies for harmful elements in pollution-free agricultural products and their production environments
4. Development and application of technologies for the harmless treatment of organic waste and the industrialization of organic fertilizers
5. Digital Transformation of Agricultural Production and Smart Agriculture Projects
6. Digital Rural Development and the Information-to-Villages-and-Every-Household Project
7. “Internet Plus” Project for Bringing Agricultural Products from Villages into Cities
2. Production of high-quality potassium fertilizers, as well as various specialized fertilizers, water-soluble fertilizers, liquid fertilizers, micronutrient and mesoelement fertilizers, nitrate-based fertilizers, and controlled-release fertilizers; development and application of technologies for the comprehensive utilization of phosphogypsum.
3. Development and production of new pesticide varieties, novel formulations, specialized intermediates, and adjuvants that are efficient, safe, and environmentally friendly; synthesis of chiral and stereoisomeric pesticides via targeted synthetic approaches; and the development and manufacturing of new biopesticide products and technologies.

1. Technologies for the reduction, resource recovery, end-of-pipe treatment, and monitoring of volatile organic compounds
12. Technology for the Pyrolytic Recovery of Waste Sulfuric Acid
13. Resource Utilization of Industrial By-Product Salt
2. New production facilities for glyphosate, chlorpyrifos (excluding the aqueous-phase process), triazophos, paraquat, chlorothalonil, avermectin, imidacloprid, acetochlor (excluding the methylene‑based process), and chloropicrin.
2. Products to be phased out in accordance with the national overall plan for implementing international conventions: chlordane, heptachlor, methyl bromide, DDT, hexachlorobenzene, mirex, lindane, toxaphene, aldrin, dieldrin, endrin, endosulfan, fluometuron, chlordecone, alpha‑hexachlorocyclohexane, beta‑hexachlorocyclohexane, polychlorinated biphenyls, pentachlorobenzene, hexabromobiphenyl, tetrabromodiphenyl ether and pentabromodiphenyl ether, hexabromodiphenyl ether and heptabromodiphenyl ether, hexabromocyclododecane (restricted for specific exempted uses), and perfluorooctanesulfonic acid, its salts, and perfluorooctanesulfonyl fluoride (restricted for acceptable uses).
