    Ministry of Industry and Information Technology: Six New Fertilizer Standards Have Been Issued

    Guided by the “Guiding Opinions on Promoting the Transformation and Development of the Fertilizer Industry,” the Ministry of Industry and Information Technology has set the goal of enhancing fertilizer utilization efficiency and product quality, vigorously developing new types of fertilizers, and upgrading the product mix. It aims to increase the share of new‑type fertilizers in total fertilizer application to 30% by 2020. To achieve the comprehensive establishment of a green‑oriented agricultural technology system by 2030, the Ministry recently issued six new standards for fertilizers.


    The six standards released this time are as follows:

    “Monoammonium Phosphate and Diammonium Phosphate Containing Humic Acid” (HG/T 5514‑2019) applies to products in which humic acid, prepared primarily from mineral‑origin humic acid, is added during the production of ammonium phosphates, thereby reducing the rate of phosphorus fixation. The method for determining the content of humic acid as an efficiency‑enhancing agent is spectrophotometric, following oxidation with sulfuric acid–potassium dichromate.

    “Ammonium Mono‑Phosphate and Diammonium Phosphate Containing Alginate” (HG/T 5515‑2019) applies to products that, by incorporating alginate liquid or alginate powder—prepared through extraction using seaweed as the primary raw material—into the ammonium phosphate production process, achieve the effect of reducing phosphorus fixation.

    “Urea Sulfate‑Containing Compound Fertilizer” (HG/T 5516‑2019) applies to urea sulfate‑containing compound fertilizers that, under specified conditions, are produced via chemical reactions involving urea, liquid ammonia, sulfuric acid, monoammonium phosphate, potassium sulfate, or potassium chloride, and which exhibit a nitrogen‑slow‑release effect.

    “Polymer-Coated Urea” (HG/T 5517-2019) applies to polymer-coated urea products in which a polymer is used as the primary coating material to achieve slow nitrogen release.

    “Polymer‑Sulfur‑Coated Urea” (HG/T 5518‑2019) establishes specification requirements for indicators such as sulfur content, initial nitrogen release rate, 28‑day nitrogen release rate, nitrogen release period, and cumulative nitrogen release rate over the nitrogen release period.

    “Fertilizers Containing Fertilizer‑Efficiency Retardants” (HG/T 5519‑2019) for the first time introduces the terms “fertilizer‑efficiency retardant” and “fertilizer containing a fertilizer‑efficiency retardant,” and specifies the technical requirements, test methods, labeling, and other relevant provisions for such fertilizers.

    The six standards have been in effect since January 1, 2020, and their full text is available on the website of the Ministry of Industry and Information Technology. The incorporation of functional enhancers into conventional fertilizers has become a key strategic direction for the fertilizer industry in developing new types of fertilizers to promote green agricultural development. The issuance of these six new fertilizer standards will provide essential normative guidance to support the orderly development of these innovative products.
