Public utility tunnels in chemical industrial parks are an emerging sector, yet the state has not yet enacted corresponding laws and regulations. As a result, these tunnels face numerous regulatory and managerial gaps. Shanghai Chemical Industry Park Public Utility Tunnel Co., Ltd., as the nation’s first enterprise dedicated to public utility tunnels in a chemical industrial park, boasts extensive experience in the construction, management, and operation of such infrastructure.
This standard summarizes the more than ten years of experience of Shanghai Chemical Industry Park Public Utility Tunnel Co., Ltd. in the construction, management, and operation of public utility tunnels within chemical parks, while also taking into full account the objective conditions prevailing in chemical parks across the country. The standard is both applicable and practical, with key content covering responsibilities for public utility tunnel management, as well as planning and design, construction, operation, and accident response and emergency preparedness. On November 24, 2017, a review meeting for this standard was held at the Shanghai Chemical Industry Park, where the expert panel unanimously concluded that the draft submitted for review is systematic and comprehensive, highly applicable, and meets the requirements and level of national standard drafting. It fills a domestic gap and reaches an internationally advanced level. The panel further commended the management procedures outlined in the draft for their positive impact on the management of public utility tunnels in China’s chemical parks, as well as for the associated socio‑economic benefits, deeming the proposed management model and technical approaches to be innovative within the industry.
The development of the national standard “Code for the Management of Public Utility Tunnels in Chemical Industrial Parks” was officially launched on September 8, 2016. Its promulgation and implementation fill a critical gap in China’s national standards for the management of public utility tunnels in chemical industrial parks, further standardizing and guiding the construction and operation of such infrastructure nationwide. This is also the first national standard ever issued for the development and construction of chemical industrial parks in China, and its adoption marks an important milestone in advancing the standardized development of domestic chemical industrial parks.
