The modernization of agriculture and rural areas is pivotal to the overall success and quality of China’s distinctive path to modernization. During the 14th Five-Year Plan period, China’s comprehensive agricultural production capacity reached a new level, achievements in poverty alleviation were consolidated and expanded, farmers’ living standards improved markedly, and significant progress was made in the all-round revitalization of rural areas. The 15th Five-Year Plan period will be a critical phase for laying a solid foundation and mounting a full-scale effort to basically achieve socialist modernization; it calls for accelerating efforts to address prominent shortcomings in agriculture and rural development and for hastening the building of a strong agricultural nation. As 2026 marks the inaugural year of the 15th Five-Year Plan, ensuring sound performance in “agriculture, rural areas, and farmers” work is of paramount importance. We must adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the successive plenary sessions of its 20th Central Committee, earnestly carry out the arrangements adopted at the Fourth Plenary Session, and fully apply General Secretary Xi Jinping’s important expositions and directives on “agriculture, rural areas, and farmers.” We must continue to regard resolving issues related to agriculture, rural areas, and farmers as the top priority of the Party’s work, uphold and strengthen the Party’s overall leadership over this vital area, comprehensively and accurately apply the new development philosophy, maintain the overarching principle of seeking progress while ensuring stability, give priority to the development of agriculture and rural areas, promote integrated urban–rural development, and anchor ourselves firmly in the goal of agricultural and rural modernization. With the comprehensive revitalization of rural areas as our central task, guided by the experience gained from the “Ten‑Million Project,” and driven by reform and innovation, we will enhance the effectiveness of policies that strengthen agriculture, benefit farmers, and enrich rural communities; safeguard the national food security baseline; continuously consolidate and expand the gains made in poverty alleviation; and elevate the levels of rural industrial development, rural infrastructure, and rural governance. In doing so, we will strive to transform agriculture into a modern, large‑scale industry, ensure that rural areas are equipped with basic modern living conditions, and enable farmers to enjoy a more prosperous and fulfilling life, thereby providing a solid foundation for advancing China’s distinctive path to modernization.
I. Enhancing Comprehensive Agricultural Productivity and Improving Quality and Efficiency
(1) Ensure stable development of grain and oilseed production. Maintain grain output at around 700 million metric tons. Uphold a holistic approach that simultaneously enhances yield, production capacity, ecological sustainability, and both output and incomes; intensify efforts to implement the new round of the “100-billion-jin” grain‑production‑capacity‑boosting initiative; promote integrated, efficiency‑driving practices involving high‑quality farmland, superior varieties, advanced machinery, and sound agronomic methods; and advance large‑scale yield increases across grain and oilseed crops. Tailor agricultural production structures and regional layouts to local conditions, foster the development of high‑quality grain varieties and improve product quality, implement projects to enhance the quality and efficiency of grain circulation, and ensure that supply aligns with market demand, commanding premium prices for high‑quality products. Consolidate and upgrade soybean production capacity, and ensure seamless coordination between production and marketing. Expand production space for rapeseed, peanuts, camellia oleifera, and other oilseed crops, thereby diversifying oilseed supply. Promote the steady development of cotton, sugar‑crops, natural rubber, and related industries. Deepen efforts to conserve grain and combat food waste.
(II) Promote the upgrading and efficiency of the “vegetable basket” industry. Adhere to a balanced approach across agriculture, forestry, animal husbandry, and fisheries, and advance the development of a diversified food supply system. Strengthen comprehensive regulation of hog production capacity, consolidate the gains made in alleviating difficulties in the beef and dairy sectors, and foster a balanced supply‑demand relationship and sound industry development. Adopt multiple measures to boost dairy consumption. Support the expansion of forage crop production, including silage corn and alfalfa, and facilitate the transformation and upgrading of grassland‑based animal husbandry. Back the modernization and renovation of facility agriculture, ensure stable vegetable production, promote deep‑sea aquaculture and modernized distant‑water fishing, and actively develop forest‑based food products and bio‑agriculture. Strictly enforce the food safety accountability system, enhance inter‑departmental coordination and end‑to‑end regulatory oversight, and rigorously investigate and severely punish illegal additives and excessive residues of agricultural and veterinary drugs.
(3) Strengthen farmland protection and quality improvement. Firmly uphold the red line for arable land, coordinate and optimize the spatial layout of agricultural land, rigorously manage the balance between occupied and replenished farmland, standardize the acceptance procedures for newly added farmland quality, and formulate a special plan for farmland protection. Resolutely crack down on all illegal activities that damage farmland, advance the rectification of unauthorized construction on farmland in rural areas, and prevent the resurgence of issues such as “greenhouse housing.” With an eye toward protecting the arable topsoil and grain‑production capacity, refine farmland survey protocols, improve the management system for facility‑agriculture land, and steadily and orderly carry out the remediation of farmland converted to non‑grain uses and the restoration and utilization of abandoned farmland. Promote high‑standard farmland development in a region‑specific, category‑based manner, enhance mechanisms for project approval, construction, acceptance, and ongoing maintenance, strengthen financial oversight, and intensify efforts to improve soil quality and fertility. Advance the modernization and renovation of medium‑ and large‑scale irrigation districts, and reinforce the integration of high‑standard farmland canal networks with key irrigation infrastructure. Improve the management mechanism for permanently designated basic farmland, ensuring that higher‑quality land is retained while lower‑quality land is phased out. Implement a new round of black‑soil protection initiatives, and make solid progress in the comprehensive utilization of saline‑alkali soils and the remediation of acidified farmland. On the premise of ensuring that the province’s overall farmland‑protection targets are not compromised, steadily and orderly withdraw unstable farmland that compromises flood‑control safety in river channels and lake areas.
(4) Enhancing the effectiveness of agricultural scientific and technological innovation. We will coordinate the development of science and technology innovation platforms and bases, strengthen efforts to tackle key core technologies in agriculture, and promote the efficient translation and application of scientific and technological advances, while fostering and expanding leading agri‑tech enterprises. We will implement the Seed Industry Revitalization Initiative in depth, accelerate the breeding and dissemination of breakthrough varieties, and advance the industrialization of bio‑breeding. We will expedite the research, development, and deployment of high‑end, intelligent agricultural machinery tailored for hilly and mountainous regions, and bolster the R&D and promotion of forestry and grassland machinery and equipment. In line with local conditions, we will develop new forms of agricultural productivity, integrate artificial intelligence with agricultural development, expand the application of drones, the Internet of Things, robots, and other technologies, and accelerate innovation in key biomanufacturing technologies for agriculture. We will deepen reforms of agricultural research institutes. We will advance the reform and modernization of the grassroots agricultural extension system, ensuring that agricultural scientific and technological achievements reach villages and households. Furthermore, we will deepen educational and teaching reforms at agricultural universities, orienting them toward actual needs, accelerating the development of “new agricultural sciences,” and promoting targeted training of professionals in agriculture‑related fields.
(5) Strengthen the agricultural disaster prevention and mitigation system. Conduct surveys and zoning of agricultural climate resources, enhance monitoring, forecasting, and early warning for meteorological, hydrological, and geological hazards, and improve capacity to respond to extreme weather events. Advance the construction of key control structures on major rivers, upgrade and reinforce embankments to meet or exceed design standards, and develop flood storage and detention areas. Reinforce and repair aging reservoirs and large- and medium-sized sluice gates at risk; restore and rehabilitate farmland ditches and channels; manage small and medium-sized rivers and low‑lying flood‑prone areas; and enhance risk management and flood‑control capabilities in mountainous gully systems. Ensure the timely restoration and reconstruction of infrastructure damaged by disasters. Strengthen flood‑control and drainage systems in northern regions, appropriately raising engineering standards. Develop emergency drought‑relief water sources and farmland drainage facilities, and improve mechanisms for equipping relief equipment and mobilizing it in emergencies. Intensify integrated pest and disease management, and promote joint prevention and control of major animal diseases. Advance the establishment of protective forest belts in farmland, and strengthen forest and grassland fire‑prevention and firefighting efforts.
(6) Promote coordination between agricultural trade and production. Diversify agricultural imports. Foster agricultural enterprises with international competitiveness. Support the expansion of exports of superior and specialty agricultural products. Crack down rigorously on agricultural smuggling in accordance with the law. Actively participate in global food and agriculture governance.
II. Implementing Regularized and Targeted Assistance
(7) Improve and refine the system of regular assistance policies. Implement responsibilities for ongoing support, steadily enhance the quality of the “three guarantees” and drinking water safety, and firmly safeguard against large-scale relapse into or onset of poverty. Integrate routine assistance into the overall implementation of the rural revitalization strategy, ensuring overall policy stability in areas such as fiscal investment, financial support, and the allocation of resources and factors of production. Strengthen development-oriented assistance, bolster endogenous driving forces, leverage the safety-net role of social assistance, and promote the coordinated integration of assistance policies. Maintain the scale of central government funding for regular assistance and the levels of provincial and municipal investment, while allowing county-level governments to allocate funds appropriately based on their specific assistance tasks.
(8) Enhance the precision and timeliness of monitoring and assistance. Reasonably define the criteria for identifying those at risk of falling back into or into poverty, and standardize the mechanism for adjusting these criteria. Strengthen routine monitoring at both the village and township levels, improve mechanisms for accurate identification and rapid response, and ensure early detection, early intervention, and timely assistance. Coordinate the monitoring and identification of individuals at risk of falling back into or into poverty with those receiving rural social assistance, standardize income‑and‑expenditure accounting methods, and enhance data sharing. Implement targeted assistance and dynamic adjustments for those at risk of falling back into or into poverty. Conduct a comprehensive assessment of the economic conditions and self‑development capacity of formerly registered impoverished households; orderly phase out assistance for those who meet the exit criteria, while continuing support for those whose departure from assistance policies would expose them to a risk of relapse into poverty.
(9) Enhance the effectiveness of industrial and employment assistance. Optimize approaches to industrial support by advancing, on a case-by-case basis, the consolidation, upgrading, revitalization, and restructuring of existing industries, and by developing assistance‑driven sectors that are competitive in the market. The proportion of central government funds allocated for industrial development shall remain broadly stable at the provincial level, while county-level authorities may adopt differentiated requirements. Refine policies providing subsidies and rewards for household‑level industrial assistance, supporting those at risk of falling back into or remaining in poverty to increase their incomes through business operations. Strengthen ongoing oversight of assets associated with assistance projects, categorizing them under either state‑owned asset management or rural collective asset supervision systems, and intensify efforts to revitalize and make effective use of underutilized or idle assets. Reinforce employment‑related assistance by organizing labor dispatch programs and making full use of employment‑assistance workshops, rural public‑service positions, and other employment channels. Continue to provide follow-up support for relocation projects.
(10) Provide tiered and categorized assistance to underdeveloped regions. Designate national and provincial key counties for rural revitalization, refine supporting policies and incentive‑constraint mechanisms, and improve the statistical monitoring system for development progress. Promote the construction of major regional and cross‑regional infrastructure projects. Deepen “group‑based” assistance in health care and education, as well as the dispatch of science and technology special teams. Expand areas of east–west collaboration, adjust and optimize pairing arrangements for targeted assistance by central government units, and enhance assessment and evaluation methods. Implement regular on‑site village‑level assistance, and refine the mechanisms for selecting and managing first secretaries and work teams stationed in villages.
III. Actively promote stable income growth for farmers
(11) Protect and stimulate farmers’ enthusiasm for farming and grain production. Strengthen policy support and coordination across pricing, subsidies, insurance, and other measures, and improve the mechanism for safeguarding farmers’ incomes from grain cultivation. Enhance market monitoring, early warning, and information dissemination for agricultural products; coordinate market-based procurement with policy‑driven storage and reserves to help keep prices of grain and other key agricultural commodities at reasonable levels. Reasonably set minimum purchase prices for rice and wheat, and refine the target price policy for cotton. Stabilize and implement subsidies for arable land fertility protection, producer subsidies for corn and soybeans, and rice subsidies. Effectively carry out subsidy policies for the purchase and use of agricultural machinery, promote the principle of “better machinery, better subsidies,” and strengthen routine oversight across the entire value chain. Strengthen insurance coverage for rice, wheat, corn, and soybeans; support the development of insurance products tailored to local specialty agricultural products; and enhance the efficiency of insurance claims settlement. Further develop the agricultural futures market. Encourage localities to launch pilot programs offering interest subsidies on special-purpose loans for grain and oilseed cultivation. Guide agricultural enterprises to strategically allocate processing capacity in major grain‑producing regions. Fully implement the inter‑provincial horizontal compensation mechanism for interests between grain‑producing and grain‑consuming areas, and support major grain‑producing regions in bolstering their fiscal resources and developing the grain industry.
(12) Foster and strengthen county‑level industries that boost rural incomes. Coordinate the development of science‑based, green, quality‑oriented, and brand‑driven agriculture; unlock the multiple functions of agriculture; and promote deep integration among the primary, secondary, and tertiary sectors in rural areas. Support the development of green, high‑efficiency farming and animal husbandry; advance the sophisticated processing of agricultural products; cultivate premium agricultural brands; and facilitate the development of complete industrial chains. Implement a high‑quality rural e‑commerce initiative, extend e‑commerce platform support to lower‑tier markets, and enhance infrastructure for pre‑cooling at production sites, storage and preservation, and sorting and processing. Regulate livestreaming sales of agricultural products. Deepen the integration of agriculture, culture, and tourism, upgrade rural tourism, and develop small yet attractive cultural‑tourism offerings. Actively develop the forestry and grassland industries, nurturing and expanding under‑forest economies and forest‑based health and wellness sectors. Optimize the regional layout of the cocoon and silk industry. Develop distinctive county‑level economies, foster specialized industrial clusters of small and medium‑sized enterprises, and promote integrated progress in business development, county strengthening, and poverty alleviation. Expand channels and mechanisms for farmers’ participation in industrial development, improve mechanisms for equitably sharing the benefits of industrial growth, and guide new types of agricultural operators to help farmers increase their incomes and become better off. Strengthen coordinated planning and rigorous scientific assessment of industrial projects to avoid blind rushes and drastic fluctuations. Refine the provincial statistical and evaluation system for agriculture and related industries.
(13) Promote stable employment and job retention for rural migrant workers. Fully implement policies supporting stable employment and job retention for rural migrant workers, and assist key industries and enterprises in reducing burdens and expanding hiring. Launch large-scale vocational skills training programs to ensure a precise match between training courses and labor market demands. Coordinate efforts to provide services and safeguards for those working away from home, while also offering support for returning migrants seeking employment or starting businesses; strengthen care and assistance for older rural migrant workers. Strengthen mechanisms to guarantee timely wage payments to rural migrant workers and intensify efforts to address wage arrears. Advance initiatives to cultivate rural artisans. Expand the scope of work-relief projects, broaden their areas of implementation, and increase the scale of labor‑remuneration disbursements; encourage the use of flexible contracting approaches to enable grassroots rural communities to independently carry out projects. Facilitate the participation of flexibly employed individuals in urban employee basic pension insurance, and expand pilot programs providing occupational injury protection for workers in new forms of employment.
(14) Adopt a multi‑pronged approach to expand rural consumption. Support the expansion and upgrading of rural consumption, enhance consumer infrastructure and service standards, and foster new forms, models, and settings of consumption, such as harvest markets, intangible cultural heritage workshops, and recreational camping. Back the renovation and modernization of distribution infrastructure at the county, township, and village levels, thereby reducing costs and boosting efficiency in commerce and logistics in rural and remote areas. Promote the rollout of new‑energy vehicles, smart home appliances, and green building materials to rural areas, and improve the recycling system for used household appliances and furniture. Strictly enforce the law to crack down on the production and sale of counterfeit and substandard goods in rural regions.
IV. Promote the development of livable and business-friendly, aesthetically pleasing rural areas in a manner tailored to local conditions.
(15) Coordinate and optimize the spatial layout of rural land. In response to demographic trends and grounded in the principles of functional zoning, and in conjunction with natural disaster prevention, we will comprehensively refine village and town layouts, enhance the quality and effectiveness of village planning, and rationally prioritize development priorities. Tailoring approaches to local conditions, we will improve mechanisms for implementing rural development, advance rural revitalization in a phased, area‑based manner, and steadily raise the level of rural infrastructure, the accessibility of public services, and the comfort of living environments. We will accelerate efforts to address shortcomings in modern rural living standards and create high‑quality living spaces in rural areas. We will also promote coordinated county‑level land‑space governance, ensuring that arable land acreage does not decline, soil quality improves, and the ecological environment is enhanced, while steadily carrying out comprehensive land‑use improvement across entire regions, elevating the efficient and intensive use of land, and providing land‑use guarantees for rural development on a case‑by‑case basis. Furthermore, we will support the development of towns and villages in border areas.
(16) Strengthen the construction and maintenance of rural infrastructure. Support the development of small-scale water diversion and supply projects, and upgrade rural water‑supply security in a tiered manner; where conditions permit, promote county‑level unified management and professional maintenance of rural water supplies. Enhance the reliability and overall capacity of rural power grids, and expand the coverage of charging facilities in rural areas. Advance the renovation of aging rural roads, widen overly narrow routes, and improve substandard road sections, while reinforcing safety‑related infrastructure. Support the joint construction and shared use of rural postal and logistics facilities, foster integrated development of passenger, freight, and postal services in rural areas, implement consolidated delivery systems, and deepen the extension of express delivery services to villages. Improve mechanisms to ensure the stable operation of rural passenger transport. Continue carrying out renovations of dilapidated rural housing and promote the construction of modern, livable farmhouses. Launch an initiative for high‑quality digital‑rural development, and enhance network coverage in rural and remote areas. Strengthen infrastructure development in forested, reclaimed‑land, and pastoral regions. Promote integrated planning, construction, and maintenance of county‑level infrastructure, and establish long‑term mechanisms for the sustainable management and upkeep of rural infrastructure.
(17) Strengthen the coordinated provision of basic public services at the county level. Prudently optimize the layout of rural primary and secondary schools and kindergartens, preserving and ensuring the quality of necessary small-scale rural schools and kindergartens, and implement a plan to revitalize ordinary high schools in counties. Promote the establishment of urban–rural school communities, enhance the unified allocation of teaching staff across counties, and facilitate online sharing of high-quality classrooms between urban and rural schools. Adopt comprehensive measures to intensify efforts to prevent students from dropping out of school and ensure their continued enrollment. Implement the Healthcare Foundation‑Strengthening Project, upgrade and improve county hospitals and key central township health centers, and bolster operational support for county‑level and primary healthcare institutions. Support closely integrated county‑level medical consortia in enhancing their overall service capacity, and appropriately expand the scope of drug procurement, stockpiling, and use at grassroots medical and health facilities. Consolidate and build upon achievements in rural residents’ participation in basic medical insurance, refine mechanisms that incentivize and constrain continuous enrollment, and steadily increase the proportion of medical insurance funds allocated to county‑, township‑, and village‑level healthcare institutions. Launch a special program to train college graduates as rural doctors. Grounded in home‑based elderly care, encourage localities with the capacity to develop meal‑delivery services, daytime care, rehabilitation nursing, and other elderly‑care services. Develop inclusive childcare services at the county and township levels. Improve the mechanisms for setting and dynamically adjusting rural subsistence allowances, refine the assistance and support system for persons in extreme poverty, and enhance the timeliness and accessibility of temporary relief. Employ approaches such as assigning cadres to provide paired assistance, mobilizing volunteer services, and creating public‑interest jobs in rural areas to strengthen visits and care for solitary and widowed elderly, left‑behind children, children in difficult circumstances, persons with disabilities, and individuals with mental disorders, promptly addressing their practical needs.
(18) Promote integrated ecological protection and restoration in rural areas. Continuously improve the rural living environment, addressing issues such as rural toilet upgrades and village‑wide waste accumulation with a persistent, meticulous approach. Enhance the socialized management and maintenance system for rural toilets, beautify village landscapes, and build beautiful countryside. Select appropriate models for treating rural domestic wastewater based on local conditions, optimize and upgrade inefficient or ineffective treatment facilities, and accelerate the elimination of black, malodorous water bodies in rural areas. Advance source‑level reduction of rural solid waste and establish sound mechanisms to ensure the regular operation of collection, transportation, and disposal systems. Promote green production and water‑saving irrigation technologies, and develop eco‑friendly, low‑carbon agriculture. Intensify efforts to prevent and control pollution in agriculture and rural areas, strengthen systematic governance in regions where non‑point source agricultural pollution is particularly severe, trace and remediate soil contamination by heavy metals, ensure the safe use of contaminated farmland, and comprehensively address ecological and environmental challenges associated with livestock and poultry manure as well as mariculture. Enhance the capacity for comprehensive utilization of crop straw. Strengthen systematic management and ecological protection of major rivers, lakes, and reservoirs, and advance integrated measures to control soil and water loss in key river basins and regions. Firmly implement the ten‑year fishing ban in the Yangtze River. Reinforce quarantine inspections for imported animals and plants and intensify prevention and control of invasive alien species. Fully advance the construction of the “Three North” Shelterbelt Project, promote project implementation approaches such as work‑for‑relief, and consolidate and expand achievements in sand control and desertification prevention. Refine the fourth round of policies providing subsidies and rewards for grassland ecological protection.
(19) Deeply implement the Project for Cultivating Civilized Rural Customs. Strengthen ideological and political work in rural areas, promote and put into practice the core socialist values, and carry out extensive public education and awareness‑raising campaigns. Coordinate efforts to foster civility, advance practical civic engagement, and build model civilized communities, thereby cultivating a rural moral ethos that is uplifting and virtuous. Promote the “Arts and Culture Empower Rural Areas” initiative to enrich the supply of cultural products and services in rural areas. Advance systematic conservation of rural cultural heritage, intensify surveys and protection of rural cultural relics, traditional villages, and intangible cultural heritage, and establish implementation mechanisms with villagers as the main stakeholders. Continuously work to change outdated customs and practices in rural areas, leveraging the leading role of Party members and cadres and the guiding influence of village covenants and agreements, while adopting a balanced approach that addresses both symptoms and root causes to comprehensively tackle prominent issues. Continue to curb exorbitant bride prices in rural areas and strengthen coordinated governance among neighboring provinces and regions. Guide the formation of sound views on marriage and relationships, childbearing, and family life, and cultivate a simple, civilized culture of marriage. Improve the rural public funeral service system and promote the construction and standardized management of public cemeteries in rural areas.
(20) Building safe and law-based rural communities. Upholding and developing the “Fengqiao Experience” for the new era, we will promote the resolution of conflicts and disputes at the grassroots level. We will strengthen comprehensive public security prevention and control in rural areas, carry out regular campaigns to eradicate organized crime and evil forces, and resolutely curb the emergence and spread of “village tyrants” and clan‑based criminal gangs. We will improve the management system for activities held at ancestral halls. We will vigorously crack down on illegal and criminal activities in rural areas, including pornography, gambling, and drugs; violations of the rights and interests of women and children and of persons with disabilities; telecom and online fraud; and illicit financial practices. We will reinforce measures to prevent and address juvenile delinquency. We will enhance the management of religious affairs in rural areas. We will establish and refine a legal framework for agriculture and rural development, and intensify legal education and publicity in rural areas. We will ensure the thorough implementation of the Law on Promoting Rural Revitalization. We will coordinate efforts to identify and address disaster risks and hazards in rural areas, prevent and mitigate safety risks in key sectors such as road traffic, confined spaces, gas, fire safety, and housing, and strengthen measures to safeguard against drowning and other life‑threatening incidents, while bolstering emergency response capabilities. We will launch special campaigns to enhance workplace safety on marine fishing vessels.
V. Strengthening Institutional and Mechanistic Innovation
(21) Accelerate the improvement of the modern agricultural management system. Conduct province-wide pilot programs to extend rural land contracts for another 30 years upon their expiration, address disputes and conflicts arising during the extension process in a proper manner, and ensure that the vast majority of farming households maintain stable access to their existing contracted land. Standardize the transfer of land‑use rights, strengthen risk monitoring and early warning for large‑scale, long‑term land transfers, enhance the production and operational capabilities of family farms, improve the quality of farmer cooperatives, leverage the role of modern agricultural service centers, refine a convenient and efficient socialized agricultural service system, promote moderately scaled agricultural operations, and foster seamless integration between smallholder farmers and modern agriculture. Deepen reforms of the rural collective property rights system, support the development of new forms of rural collective economies, and strictly control the accumulation of new village‑level debt. Advance the comprehensive reform of supply and marketing cooperatives, expedite the clarification of the relationship between cooperatives and enterprises, and strengthen their capacity to provide services to farmers. Improve the oversight mechanism for state‑owned assets and resources in state‑owned agricultural reclamation areas.
(22) Standardize and orderly promote the revitalization and efficient utilization of various rural resources. Advance, in an orderly manner, the entry of collectively owned construction land for commercial purposes into the market, supporting the prioritized use of such land to develop the collective economy and rural industries, while strictly prohibiting its use for the development of commodity housing. Strengthen the approval and management of rural residential land and farmers’ housing construction, rigorously investigating and preventing illegal or non-compliant purchases of rural residential land. In accordance with the law, effectively revitalize and make good use of idle land and buildings, and enhance the management of lease contracts. Guide the healthy development of rural property‑rights transfer and trading markets. Conduct thorough rectification of prominent issues in the management of rural collective funds, assets, and resources, and strengthen standardized management of village‑level labor employment. Continue to deepen reform of the collective forest‑rights system.
(23) Innovate investment and financing mechanisms for rural revitalization. Prioritize ensuring adequate general public budget allocations for agriculture and rural development, and enhance the effectiveness of fiscal policies and the efficiency of fund utilization. Fully leverage special-purpose bonds and ultra‑long-term special government bonds to support the construction of major projects in eligible agricultural and rural sectors. Improve the coordinated fiscal‑financial mechanism for agricultural support, fully harness the incentive effects of policy tools such as re‑lending programs for agricultural and small‑business support, as well as those for technological innovation and equipment upgrading, and encourage financial institutions to increase lending to the agriculture and rural sectors. Strengthen support for loan extensions and renewals for agricultural enterprises and farming households. Promote the development of a rural credit system and enhance the collection and sharing of agricultural‑related information. Guide and regulate social investment in agriculture and rural areas, and establish robust risk‑prevention mechanisms. Strengthen end-to-end oversight of agricultural‑related funds and projects, and rigorously investigate and address issues such as falsification, favoritism, petty profiteering, and misappropriation or diversion of funds.
(24) Promote the two-way flow of factors between urban and rural areas. Scientifically and orderly advance the urbanization of rural migrants, implementing policies that link transfer payments, additional construction land quotas, and infrastructure investment to the urbanization of this population, and introducing a system whereby permanent residents can register their household registration at their place of residence to access basic public services. In accordance with the law, safeguard the land contract rights, residential land use rights, and rights to share in collective income of farmers who have registered as urban residents; explore mechanisms for voluntary, compensated withdrawal from these rights. Strengthen and expand the rural talent pool, encouraging professionals from all sectors to return to rural areas to provide services and pursue entrepreneurship and employment. Enhance the training of leading figures in rural industries and rural governance personnel, and cultivate agri‑entrepreneurs tailored to local conditions. Implement a new round of the “Three Supports and One Assistance” program for college graduates. Advance the Rural Women Dream‑Chasers Program, the College Student Volunteer Service to the Western Region Program, and the Youth Action for Rural Revitalization.
VI. Strengthen the Party’s Overall Leadership over “Three Rural Issues” Work
(25) Strengthen the implementation of the responsibility system for rural revitalization. Uphold the principle of having secretaries at all five levels take charge of rural revitalization, and improve the Party’s leadership mechanisms and institutional framework for rural work. Further enhance the coordinating role of Party committees’ agricultural offices. Intensify training and education for cadres working on “agriculture, rural areas, and farmers,” and conduct in-depth specialized training on advancing all-round rural revitalization, thereby enhancing the capacity of Party and government officials at all levels to effectively carry out work related to agriculture, rural areas, and farmers.
(26) Strengthen the building of grassroots Party organizations in rural areas. Ensure smooth elections for village-level Party organizations, select and appoint capable leaders to township leadership teams, optimize village “two committees” leadership teams—especially their principal leaders—and continue to rectify weak and poorly organized village Party organizations. Enhance the daily education and management of rural Party members and implement a centralized, rotating training program for them. Reinforce and stabilize the frontline workforce at the rural grassroots level; tilt civil service recruitment quotas toward county- and township-level government bodies, and, in principle, prohibit the secondment of staff from these levels. Guarantee basic remuneration for village-level cadres and effectively cultivate and reserve a pool of future talent. Improve the mechanisms and procedures for village-level deliberation and consultation, and broaden channels for farmers to participate in rural governance. Strictly oversee and manage grassroots rural cadres, and continue to deepen inspection and oversight of village Party organizations.
(27) Improve rural work practices and approaches. Foster and uphold a correct view of political achievements, tailor measures to local conditions, and act in accordance with objective laws. Deepen efforts to address formalism and reduce burdens on the grassroots level; make effective use of the lists of duties and responsibilities for townships (subdistricts); refine the access‑control system for village (community) tasks; strengthen data sharing and innovative applications under the “One‑Form‑Access” framework; and streamline and integrate government‑related mobile internet applications designed for the grassroots. Conduct the Fourth National Agricultural Census in a solid and thorough manner. Optimize performance assessments for the Rural Revitalization Strategy, focusing on key tasks, refining assessment methods, and enhancing the relevance and scientific rigor of evaluations. Fully implement the “Four‑Down‑to‑the‑Grassroots” system, grounding actions in rural realities, fully respecting farmers’ wishes, and avoiding one‑size‑fits‑all policies and escalating requirements at every administrative level. Adhere to a problem‑oriented approach, uphold fundamental principles while pursuing innovation, and combine policy support with reform and innovation. Encourage grassroots units to boldly explore solutions suited to their specific circumstances, thereby fully unleashing the vitality of initiative and entrepreneurship. Further intensify efforts to combat corruption and misconduct in the field of rural revitalization, consolidate and expand the gains from in-depth study and education on the spirit of the CPC Central Committee’s Eight‑Point Decision, and advance all‑round rural revitalization through exemplary conduct and sound work styles.
We must rally even more closely around the Party Central Committee with Comrade Xi Jinping at its core, stay firmly focused on our goals, press ahead with determination, and achieve new progress in the all-round revitalization of rural areas and take agricultural and rural modernization to a new level, making solid strides toward the goal of building a strong agricultural country.
