According to the National Healthcare Security Administration’s website, the agency issued a notice on the 11th announcing the launch of a pilot program for the development of “Personal Medical Insurance Cloud.” The notice stipulates that, from February to December 2026, selected regions will conduct a pilot project to build the “Personal Medical Insurance Cloud,” with the aim of exploring and establishing a new smart healthcare management paradigm that covers the entire population, spans the full life cycle, and encompasses all scenarios.

The National Healthcare Security Administration has mandated that pilot regions, leveraging the nationally unified healthcare information platform, establish provincial- and municipal-level personal healthcare clouds. These platforms will comprehensively and in real time aggregate and govern core operational data—such as clinical services, payment settlements, and the use of pharmaceuticals and medical consumables—from designated medical institutions within the region. Priority will be given to integrating and processing data from wearable devices, smart home monitoring systems, and physical examination centers, thereby facilitating the seamless convergence of “in-hospital medical settlement data” with “out-of-hospital health‑sensor data.”

By leveraging data analytics, we construct multi-dimensional individual profiles for insured persons and update them dynamically. These profiles include personal medical insurance health records, which integrate past medical history, surgical history, allergy information, and health monitoring data, thereby supporting health risk alerts and clinical decision‑making assistance. They also encompass personal medical insurance financial records, aggregating premium payments, medical expenses, and account balances, to provide cost‑analysis insights and recommendations for optimizing healthcare coverage.

Leveraging the medical insurance code, the system provides insured individuals with real-time notifications and status‑query services for key stages of care, including appointment scheduling, waiting, examinations, and payment. Additionally, the medical insurance code enables seamless integration of identity verification, service processing, and medical insurance settlement.
