The General Office of the CPC Central Committee and the General Office of the State Council have issued the Measures for Safety Production Assessment and Inspection.

BEIJING, April 29 (Xinhua) — Recently, the General Office of the CPC Central Committee and the General Office of the State Council issued the Measures on Safety Production Assessment and Inspection (hereinafter referred to as the “Measures”), further improving the mechanism for safety production assessment and inspection and standardizing related work.
The Measures stipulate that, in order to strictly enforce the responsibility system for work safety, the CPC Central Committee and the State Council shall conduct work‑safety assessments and inspections of the Party committees and people’s governments of provinces, autonomous regions, and municipalities directly under the central government, as well as the Party committee and the Production and Construction Corps of Xinjiang (hereinafter collectively referred to as provincial‑level Party committees and governments), and of the member units of the State Council Work Safety Commission (hereinafter referred to as the State Council Work Safety Commission).
The Measures stipulate that safety production assessments and inspections shall be conducted under the leadership of the Party, in strict accordance with laws and regulations, based on factual evidence, impartial and objective, and focused on practical results. They aim to ensure that local Party committees and governments, as well as member units of the State Council’s Work Safety Committee, implement the principles of “joint responsibility of the Party and government, dual responsibility for each post, concerted efforts by all parties, and accountability for dereliction of duty,” and the principle of “managing an industry entails managing safety, managing operations entails managing safety, and managing production and business activities entails managing safety.” Furthermore, these measures seek to urge production and business entities to fulfill their primary responsibility for workplace safety, promote a shift in the governance model toward proactive prevention, and effectively prevent and curb workplace accidents.
The Measures stipulate that safety production assessment and inspection shall be centrally coordinated by the State Council Work Safety Committee, with its Office responsible for implementation and day-to-day operations. In accordance with the annual plan for safety production assessment and inspection, a central safety production assessment and inspection team shall be established to carry out the relevant work. The inspections will focus on verifying how each region and relevant department has balanced development with safety, fulfilled their safety production responsibilities, advanced key tasks, identified and addressed risks and hazards, strengthened law-based governance, conducted publicity, education, and training, ensured basic support measures, and handled accidents. The assessment and inspection will primarily employ methods such as symposiums and inquiries, handling public complaints and reports, conducting both overt and covert visits, reviewing key documents, holding talks and consultations, and providing expert guidance and services. For safety production assessments and inspections targeting provincial Party committees and governments, the scope may be extended to include random checks and verifications of city‑level Party committees and governments.
The Measures emphasize that safety production assessments and inspections must strictly uphold political discipline and norms, and rigorously implement the CPC Central Committee’s decisions and requirements on addressing formalism and alleviating burdens on the grassroots level. Provincial Party committees and governments shall, depending on the severity of the circumstances, publicly report and supervise typical cases identified in assessment and inspection feedback, as well as major accident hazards, ensuring lawful investigation and handling, accountability, and public exposure. They are also required to ensure that corrective measures for identified problems and hazards are fully implemented. Member units of the State Council Work Safety Committee are tasked with formulating policies and measures to improve and strengthen work on workplace safety. The Office of the State Council Work Safety Committee will oversee the implementation of corrective actions arising from assessments and inspections, and, in coordination with relevant member units of the State Council Work Safety Committee, conduct spot checks and verification of the efforts undertaken by provincial Party committees and governments.
