Science and technology popularization is a crucial foundational task for achieving innovative development. On November 4, the draft amendment to the Law on Science and Technology Popularization was submitted for the first time to the Standing Committee of the National People’s Congress for deliberation, marking the first revision of this law since its promulgation and implementation in 2002.
The draft revision responds to the new circumstances and requirements facing science communication, focuses on the most pressing issues in its development, streamlines innovative institutional frameworks, and refines mechanisms. It adds two new chapters—“Science Communication Activities” and “Science Communication Personnel”—bringing the total to eight chapters comprising 60 articles. Key provisions include clarifying the overarching principles and strategic objectives of science communication, reinforcing the social responsibility of science communicators, promoting science communication initiatives, strengthening the workforce in this field, and bolstering supporting measures, thereby comprehensively advancing the popularization of science and technology and advancing the goal of achieving a high level of scientific and technological self-reliance and strength.
