Ministry of Agriculture and Rural Affairs: Making Every Effort to Enhance the Quality of High-Standard Farmland Construction

According to the Ministry of Agriculture and Rural Affairs, the National Field Conference on Farmland Construction was held on the 28th in Bayannur City, Inner Mongolia Autonomous Region. The conference emphasized the need to firmly shoulder the political responsibility for advancing high-standard farmland construction, rigorously conduct “look-back” reviews of project quality and targeted rectification campaigns, and make every effort to enhance engineering standards, thereby safeguarding and developing arable land—the very foundation of food security—and laying a solid groundwork for ensuring national food security and building a strong agricultural nation.

In recent years, China has achieved significant progress in building high-standard farmland, effectively enhancing agriculture’s resilience to and capacity for disaster mitigation, thereby providing crucial support for national food security. The meeting emphasized that engineering quality is the lifeblood of high-standard farmland development. Guided by problem‑solving, it is necessary to conduct “look‑back” reviews and targeted rectification campaigns on the quality of high‑standard farmland projects, addressing existing issues while firmly preventing new problems from arising. Specialized teams should be dispatched to the fields and construction sites to thoroughly investigate all identified problems, establish detailed records for each issue, assign responsibilities at every level, and ensure timely corrective actions within set deadlines. A long‑term mechanism for quality oversight must be established and refined, with regular random inspections of project quality, strengthened management of project bidding, construction, and supervision, and enhanced safeguards for investment and financial oversight. Mechanisms for the planning, construction, acceptance, and maintenance of high‑standard farmland should be improved, with particular attention paid to the planning and design stage—tailoring standards to local conditions, guiding regions in developing detailed implementation plans, further refining acceptance procedures, workflows, and technical specifications, and rigorously controlling the acceptance process. In the early stages of high‑standard farmland development, maintenance mechanisms should be planned in parallel, funding for maintenance secured through multiple channels, innovative maintenance practices adopted, and farmers and new types of agricultural operators actively encouraged to participate in both construction and ongoing upkeep. Efforts should be accelerated to establish a comprehensive quality‑supervision and inspection system for farmland construction projects, bolstering personnel deployment and financial support, and improving mechanisms for public participation in oversight.

The meeting called for the coordinated advancement of key annual tasks in farmland development, with a strong focus on implementing the year’s targets for high-standard farmland construction. It also urged accelerating the third national soil survey, improving and refining the acceptance mechanism for supplementary arable land quality, and vigorously promoting black‑soil protection projects, pilot programs to rehabilitate and upgrade saline‑alkali farmland, and measures to address acidified soils, while advancing initiatives to enhance soil organic matter. Furthermore, it emphasized safeguarding farmers’ interests and respecting their wishes, stressing that land transfer should not be made a precondition for high‑standard farmland development. The work must strike an appropriate balance among timing, intensity, and effectiveness, ensuring that high‑standard farmland projects truly benefit the people, boost rural incomes, and win public support.
