    The Ministry of Ecology and Environment has issued policy documents under the “1+N” framework for new‑type productive forces, addressing discharge standards for water pollutants in the pesticide industry.

    According to the Ministry of Ecology and Environment, on June 11, Minister Huang Runqiu chaired a standing meeting of the ministry, at which it reviewed and approved in principle several documents related to the “1+N” policy framework for fostering new‑type productive forces in the ecological and environmental field. These included the Work Plan for Accelerating the Formulation and Revision of Emission Standards (2024–2027), the Work Plan for Standardizing Environmental Supervision over the Recycling, Utilization, and Treatment of Waste Equipment and Consumer Products, the Provisional Regulations on Zoning‑Based Management of Ecological and Environmental Protection, and the Implementation Plan of the Ministry of Ecology and Environment for Carrying Out the Opinions on Strengthening Zoning‑Based Management of Ecological and Environmental Protection. The meeting also approved the Amendment to the Emission Standard for Water Pollutants from the Pesticide Industry (hereinafter referred to as the “Pesticide Standard”), as well as amendments to three industrial water‑pollutant emission standards—citric acid, starch, and yeast—and the Safety Regulations for the Geological Disposal of Radioactive Solid Waste (hereinafter referred to as the “Regulations”).

      

    The meeting noted that high-quality development is the primary task in building a modern socialist country in all respects, and that fostering new‑type productive forces is both an intrinsic requirement and a key focus for advancing such development. Accelerating the formulation and revision of emission standards, standardizing environmental oversight of the recycling, reuse, and treatment of waste equipment and consumer goods, and issuing relevant documents to implement ecological and environmental zoning management are crucial measures for effectively reducing pollutant emissions, proactively mitigating ecological and environmental risks, safeguarding the bottom line of ecological and environmental protection, and elevating the modernization of ecological governance. It is essential to strengthen integrated planning, establish a “1+N” policy framework in the field of ecology and the environment to promote new‑type productive forces, intensify public communication and interpretation, and fully leverage the guiding and catalytic roles of ecological and environmental protection, thereby accelerating the development of new‑type productive forces and reinforcing the green foundation of high‑quality development.

      

    The meeting emphasized that the pesticide industry is a key sector for environmental risk prevention, and the development of the “Pesticide Standards” represents a concrete measure to refine the system of effluent discharge standards for water pollutants and to implement precise, science-based, and law‑compliant pollution control. On the basis of clearly defined responsibilities and controllable risks, scientifically adjusting the effluent discharge requirements for industries such as citric acid will help improve wastewater treatment efficiency, reduce treatment costs, and promote synergistic gains in pollution reduction and carbon mitigation. It is essential to provide thorough policy interpretation, outreach, and training to guide relevant enterprises in upgrading and retrofitting their pollution‑control facilities, thereby ensuring effective water‑pollution prevention and control.

      

    The meeting noted that, drawing on both domestic and international experience, the Regulations set forth a comprehensive and systematic set of safety requirements tailored to the characteristics of geological disposal of radioactive solid waste. This is of great significance for meeting the future needs of nuclear power plant operation and decommissioning waste management, as well as for ensuring the sustainable development of the nuclear energy sector. It is essential to employ diverse approaches to clarify and interpret the Regulations, strengthen outreach and training efforts, and accelerate their effective implementation.
